On December 6-12, Prime Minister Pham Minh Chinh chaired the regular government meeting for November 2025.
Reporting at the meeting, Minister of Finance Nguyen Van Thang stated that the Consumer Price Index (CPI) for the first 11 months of 2025 increased by approximately 3.29% compared to the same period last year. The state budget revenue for the 11 months is estimated to reach nearly 2.4 million trillion VND, equaling 121.9% of the estimate and up 30.9% year-on-year. Approximately 20 out of 34 localities achieved a GRDP growth rate of 8% or higher in 2025.
Notably, growth drivers continued to be promoted and renewed. Total registered FDI for 11 months reached nearly 33.7 billion USD, and the total import-export turnover for the same period is estimated at nearly 840 billion USD, a 17.2% increase, with a trade surplus of 20.53 billion USD. Total retail sales and service revenue for 11 months increased by 9.1%; international visitors reached 19.15 million, up 20.9%.
Speaking at the meeting, Prime Minister Pham Minh Chinh noted that traditional growth drivers have not met expectations due to slow public investment disbursement and export impacts from U.S. tax policies. Meanwhile, new drivers such as science and technology, innovation, and green economy require more time to be effective. Gold prices fluctuated sharply; real estate improved but prices remain high, and social housing has not met demand. Notably, natural disasters caused damages of nearly 100 trillion VND, potentially reducing Q4 growth by 1%, necessitating timely compensatory measures.
Regarding administrative unit reorganization and the operation of the two-tier local government model, Minister of Home Affairs Do Thanh Binh reported that localities have essentially completed the appointment of leaders for the People’s Councils and People’s Committees. Nearly 4,000 officials and civil servants have been reassigned to support commune-level authorities.

From July 1 to November 30, 34 localities processed 21.8 million administrative procedure dossiers, including 18.4 million submitted online; the on-time resolution rate reached 92.78%. However, the two-tier local government model faces some challenges, and the Ministry of Home Affairs urges ministries, sectors, and localities to urgently address them, accelerate digital transformation, data interoperability, and continue perfecting organizational structures and staffing at the commune level.
Concluding the meeting, Prime Minister Pham Minh Chinh urged ministries, sectors, and localities to work with the highest sense of responsibility, for the nation’s interests and people’s well-being. Key tasks include overcoming storm and flood consequences, completing repairs of 34,352 damaged houses by December 31, 2025, and building 1,628 new houses by January 31, 2026, ensuring “everyone has a home, every family has a Tet, every child has joy, and no one is left behind.” Focus on restoring production, creating jobs, and livelihoods for the people; aggressively disburse public investment, effectively implement three national target programs, so public investment leads and activates social resources.
The Prime Minister directed ministries, sectors, and localities to maintain macroeconomic stability, control inflation, ensure major balances, and promote growth. The Ministry of Finance should apply tax exemptions, reductions, and extensions as needed; issue government bonds for major projects; and strive for a 25% budget revenue surplus in 2025. The Ministry of Finance must disburse 100% of public investment and establish the Government Investment Fund in December 2025. The Ministry of Construction is tasked with submitting a plan to establish a real estate and land use rights trading center this year.
For consumption, the Ministry of Industry and Trade must boost the domestic market, stimulate demand through promotions and fairs; strictly handle smuggling and trade fraud; and submit a plan to establish a National Fair Steering Committee by December 10. For exports, expand markets, diversify supply chains, and aim to sign at least one FTA in 2025.
The Ministry of Agriculture and Environment must accelerate market opening for agricultural products and urgently remove the “yellow card” for Vietnam in December. Six localities achieved double-digit GRDP growth in 2025: Quang Ninh, Hai Phong, Ninh Binh, Phu Tho, Bac Ninh, and Quang Ngai.
The Prime Minister directed the State Bank to control inflation, manage interest rates and exchange rates appropriately; prioritize credit for production, business, and growth drivers. Implement credit packages for priority areas like social housing and preferential loans for young people under 35; tighten risky credit, especially in real estate.
Specifically, the State Bank must submit a plan to establish a gold trading floor in December 2025.

In his concluding remarks at the November regular government meeting, Prime Minister Pham Minh Chinh highly appreciated and largely agreed with the reports and heartfelt, responsible, and practical opinions of the delegates, which proposed numerous feasible and practical solutions. He tasked the Ministry of Finance and the Government Office with synthesizing and incorporating these opinions, finalizing the reports and draft resolutions from the November session for prompt issuance. Additionally, he directed them to focus on completing the draft Resolution 01 for 2026.
