Finance Ministry: 20 Out of 34 Localities Projected to Achieve GRDP Growth Rates of 8% or Higher

Minister Nguyễn Văn Thắng forecasts that 20 out of 34 localities will achieve a GRDP growth rate of 8% or higher by 2025, with 6 of these localities expected to experience double-digit growth.

On the morning of December 6th, during the government’s regular November meeting, Minister of Finance Nguyen Van Thang emphasized that amidst challenges, we must strive, remain steadfast, and be determined to turn the situation around, effectively respond to circumstances, and promptly support the people in disaster prevention and recovery.

Macroeconomic stability has been maintained, inflation controlled, and major balances ensured, while production and business activities are promoted. The consumer price index (CPI) for the first 11 months increased by approximately 3.29% compared to the same period last year.

State budget revenue for the first 11 months is estimated at nearly 2.4 trillion VND (121.9% of the estimate and a 30.9% increase year-on-year), with a sustainable budget structure. Budget deficits and public debt are well-managed. Energy and food security remain stable.

Notably, growth drivers continue to be enhanced and renewed. Total registered FDI in the first 11 months reached nearly $33.7 billion (up 7.4% year-on-year), with realized FDI at approximately $23.6 billion (up 8.9%). Total import-export turnover for the first 11 months is estimated at nearly $840 billion (up 17.2%), with a trade surplus of $20.53 billion. Total retail sales and service revenue increased by 9.1%, and international visitors reached 19.15 million (up 20.9%).

Production and business activities show positive growth. The industrial production index (IIP) in November increased by 2.3% month-on-month and 10.8% year-on-year, with an overall 11-month increase of 9.3%.

It is estimated that 20 out of 34 localities achieved a GRDP growth rate of 8% or higher in 2025, with 6 localities experiencing double-digit growth: Quang Ninh, Hai Phong, Ninh Binh, Phu Tho, Bac Ninh, and Quang Ngai,” stated Minister of Finance.

Culture, social welfare, environmental protection, and other sectors continue to receive attention. The education and health sectors focus on disaster prevention, recovery, and implementing national target programs, as well as submitting laws and resolutions to the National Assembly to execute Politburo resolutions.

Alongside these achievements, Minister of Finance also highlighted existing challenges.

Specifically, the 2025 growth target faces numerous challenges; the remaining time in 2025 is very short, while growth drivers such as investment, consumption, and exports continue to face risks and difficulties from external markets, U.S. tariff policies, and internal economic issues.

Public investment disbursement in the first 11 months reached only 60.6% of the plan, with progress on key projects significantly affected by landslides, prolonged rain, and flooding. Private investment has not met expectations, and promoting investment to attract large-scale FDI projects remains problematic.

Preliminary estimates indicate that natural disasters reduced the GRDP growth rate in the fourth quarter for Hue, Dak Lak, Gia Lai, Khanh Hoa by approximately 1%, with a full-year reduction of 0.2-0.3%, and a 0.1% decrease in the nation’s GDP growth in the fourth quarter,” Minister Nguyen Van Thang cited.

Additionally, the disaster situation in the final month of the year remains complex and unpredictable. Smuggling, trade fraud, and counterfeit goods typically increase during the year-end period. Air pollution in major cities continues to require attention.

In this context, Minister of Finance proposed that all levels, sectors, and localities consistently prioritize macroeconomic stability, inflation control, and ensuring major economic balances to create a favorable business environment, promoting rapid and sustainable growth.

Minister Nguyen Van Thang emphasized the need to focus on disaster prevention, recovery, stabilizing people’s lives, and restoring production and business activities.

This includes implementing the “Quang Trung Campaign” to rebuild and repair homes for residents, supporting businesses, cooperatives, and households in resuming operations, preventing supply chain disruptions, and enhancing community and local government capacity, especially at the commune level, in disaster prevention.

Additionally, it is necessary to review reservoir operation procedures and flood discharge systems of hydropower plants to ensure safety and effective emergency response, as well as assess frequently landslide-prone roads due to heavy rain, and develop mitigation and response solutions.

According to Minister Nguyen Van Thang, ministries, agencies, and localities should prepare for the inauguration and groundbreaking of large-scale projects on December 19th to celebrate the 14th Party Congress.

This also involves effectively implementing conclusions and directives from the Politburo, Secretariat, Central Steering Committee, Government, and Prime Minister on reorganizing apparatuses, public service units, operating the two-tier local government model, and managing public assets at central and local levels, as well as urgently adjusting plans to leverage new development spaces for sectors, fields, and localities following apparatus reorganization and administrative unit consolidation.

The Prime Minister set clear deadlines: all repairs must be completed by December 31, 2025, and new constructions by January 31, 2026.
