In an official dispatch to the Department of Agriculture and Environment and local wards, Hanoi People’s Committee Chairman Vu Dai Thang has mandated inspections and actions to address media reports of rampant illegal dumping along Ring Road 2 and Ring Road 3, which has severely impacted urban aesthetics.
Chairman Thang tasked the Department of Agriculture and Environment with leading a joint task force, in collaboration with relevant agencies, to investigate and promptly report findings to the city’s People’s Committee.

Additionally, the directive emphasizes strict enforcement against violators in partnership with authorities such as the Police Department and Department of Construction.
Recent media coverage highlights that critical transportation arteries in Hanoi, including Ring Road 2 and Ring Road 3, are overwhelmed by waste. Near the Buoi – Lac Long Quan intersection on Ring Road 2, debris and shattered glass litter the slopes, posing significant safety risks to commuters. Similarly, on Ring Road 3’s Nguyen Xien section, medians are buried under construction and household waste, despite clear “No Dumping” signage. Persistent illegal dumping continues to mar the cityscape and exacerbate environmental pollution risks.
Hanoi Launches Urgent Flood Control Projects Ahead of the 2026 Rainy Season
The municipal government has mandated that relevant agencies expedite the implementation of critical flood prevention construction projects ahead of the 2026 rainy season. This initiative includes the renovation, upgrading, and construction of new drainage systems to address flooding in key areas such as Resco Urban Area, Ecohome, West Tay Ho, Diplomatic Corps District, Ciputra, Vo Chi Cong, Long Bien, Dong Anh, and Gia Lam.
