“Khoa Khàn” Tycoon Makes a Surprise Return at Dai Quang Minh, Consortium Ready to Submit 4,000 Billion VND to Launch the Red River Scenic Avenue Project on December 19th

The signatory of this document is Mr. Trần Đăng Khoa, in his capacity as Chairman of the Board of Directors of Dai Quang Minh Real Estate Joint Stock Company, succeeding Mr. Trần Bá Dương – Chairman of THACO Group, who has held the position for many years.

The Van Phu – MIK – Dai Quang Minh consortium has submitted a proposal to invest in the Hong River Landscape Avenue project, with Dai Quang Minh Real Estate Investment Corporation designated as the representative unit.

With agreed capital arrangement from Vietcombank and VPBank, the consortium is prepared to immediately deposit 4,000 billion VND to Hanoi City for the groundbreaking ceremony on December 19th.

The Deo Ca Group is notably absent from the consortium.

A key point of interest is that the document was signed by Mr. Tran Dang Khoa in his capacity as Chairman of the Board of Dai Quang Minh Real Estate Corporation, replacing Mr. Tran Ba Duong – Chairman of THACO Group, who had held this role for many years.

Mr. Tran Dang Khoa, born in 1970, is a familiar figure in the real estate market. Known for his distinctive hoarse voice, he is also referred to as “Khoa Khan” or “Khoa Keangnam.”

He is the founder and first Chairman of Dai Quang Minh, before handing over this position to Mr. Tran Ba Duong in 2016. Earlier this year, THACO announced its ownership of 77.5% of Dai Quang Minh’s shares, while Mr. Duong and his family hold 22.5%.

Dai Quang Minh is a large-scale real estate and infrastructure developer, best known for the Sala Urban Area, a 257-hectare model project in Thu Thiem. In recent years, the company has expanded its operations, developing the Binh Duong Mechanical Engineering Industrial Park spanning 786 hectares with a total capital of over 75,000 billion VND, and partnering with Son Hai Group to construct the Dau Giay – Tan Phu Expressway, a 60 km project with a total capital of nearly 8,500 billion VND.

The “Hong River Landscape Avenue” Project

According to the new proposal, the project will be developed on an area of approximately 11,000 hectares along both banks of the Hong River, from Hong Ha Bridge to Me So Bridge. It aims to create the largest green space, transportation, and cultural axis in the capital.

The investment plan focuses on developing nearly 3,300 hectares of park land, including themed parks, green parks, and sports parks, while revitalizing old residential areas and preserving historic villages such as Bat Trang, Kim Lan, Van Duc, Dong Du Ha, and Lang Chem.

Along this axis, several iconic structures will be built, including the Hong River Museum on the river islet, the New Era Tower, and the Thang Long – Dong Do Wonder, along with a 14.6 km cultural park network integrated into the riverside landscape ecosystem.

In terms of infrastructure, the project will establish a riverside road system exceeding 84 km (on both banks of the Hong River), with a design speed of 60–80 km/h. It will also include a water transportation network from Viet Tri to Hung Yen, featuring scenic tourist docks at Nhat Tan, Tu Lien, Long Bien, Vinh Tuy, Thanh Tri, and Bat Trang – Kim Lan. The entire space is designed to be flood-resilient, incorporating wave-breaking embankments, dikes, and a 1–2–3 drainage system to minimize flooding and enhance the area’s hydrological response capacity.
