According to the Ho Chi Minh City Department of Construction, the City People’s Committee has issued Decision No. 2570 on October 7, 2025, outlining the implementation plan for the Metro Line No. 2 project, spanning from Ben Thanh to Tham Luong.
The City People’s Committee has directed specialized agencies and the project investor to expedite the completion of appraisal procedures and submit them for approval, ensuring the project breaks ground before January 19, 2026, in celebration of the 14th National Congress of the Communist Party of Vietnam. The city plans to commence construction across the entire line on January 15, 2026, with simultaneous construction starting on January 16, 2026.
The Ben Thanh – Tham Luong Metro Line, stretching over 11 km, includes 9 underground stations and 1 elevated station, with a total investment of nearly VND 47.9 trillion. The project traverses 6 districts (1, 3, 10, 12, Tan Binh, and Tan Phu), connecting the city center with the northwestern gateway. Approved in 2010, the project has faced repeated delays, with the completion deadline now extended to 2030.
Upon completion, the project will connect with Metro Line No. 1 at Ben Thanh Station (District 1) and, in the future, with Metro Lines No. 5, 3b, 4, and 6, facilitating seamless passenger transfers along the East-West axis into Ho Chi Minh City’s center.
In recent times, several entities have expressed interest in undertaking this project. Notably, Deo Ca Group, representing the consortium of Deo Ca – Fecon – PowerChina – Sucgi, has petitioned the Ho Chi Minh City People’s Committee to apply the mechanisms outlined in National Assembly Resolution 188 on urban railway development, allowing for direct appointment of the consortium to execute Metro Line No. 2 (Ben Thanh – Tham Luong segment).
The consortium of Dai Dung Group – Construction Corporation No. 1 – Hoa Phat Group has also proposed participation in the investment and construction of urban railway projects, particularly Metro Line No. 2 (Ben Thanh – Tham Luong)…
Truong Hai Investment Joint Stock Company (Thaco) has similarly urged the city to consider permitting them to study and invest in the Tham Luong – Ben Thanh segment of Metro Line No. 2.
Previously, the City People’s Committee approved the application of the special regulations under Resolution No. 188/2025/QH15, waiving the need to re-approve the investment policy for Metro Line No. 2.
Additionally, the committee approved the inclusion of operational costs for experts involved in the appraisal process into the project’s total investment. The Urban Railway Management Board has been tasked with organizing the preparation and submission for appraisal and approval by competent authorities as per regulations.
