The Ho Chi Minh City Department of Agriculture and Environment has released a comprehensive report summarizing the 90-day campaign to enrich and cleanse the national land database, as outlined in Plan 515/KH-BCA-BNN-MT by the Ministry of Public Security and the Ministry of Agriculture and Environment.
The initiative aimed to establish a land database that is “accurate, complete, clean, and live.” Results indicate that 3.14 million out of 3.83 million land plots have been processed, achieving over 82% completion.
Of these, 1.38 million plots (36.07%) in Group 1 meet the “accurate, complete, clean, and live” criteria. Additionally, 1.76 million plots (45.95%) in Group 2 have verified ownership.
Ho Chi Minh City has successfully processed 3.14 million land plots out of 3.83 million, achieving over 82% completion in the national land database enrichment and cleansing campaign.
Approximately 689,629 plots (17.98% of Group 2) remain incomplete due to challenges in matching land user information with the national population database.
Discrepancies arise from historical data management issues, including multiple reference systems, map types, and conversion processes, leading to unstandardized and unconverted historical data.
Rapid urbanization and industrialization have caused significant land changes over the years, which have not been fully documented. Missing legal documents and user information further hinder data completion.
The Department also cited the short timeframe and extensive workload as factors, noting that initial estimates did not fully align with actual implementation requirements.
Nationally, the Land Management Department reports that over 61 million land plots have been integrated into the system. Of these, 23.5 million plots are “accurate, complete, clean, and live,” ready for post-campaign utilization. Efforts continue to process the remaining 37.6 million plots.
