Nearly 20-Year-Old Boundary Wall Suddenly Demolished
Tiền Phong newspaper has received a complaint from Quang Minh School Services Joint Stock Company (QMS) regarding the actions of Detech Technology Development Support Joint Stock Company (Detech). Detech, the developer of the Mixed-Use Building and Company Headquarters at Lot D14, Tôn Thất Thuyết Street (Cầu Giấy District, Hanoi), and its contractor, DELTA Construction Group LLC, are accused of damaging another company’s property during construction.
Mr. Nguyễn Ngọc Phương, Deputy Director of QMS, stated that the damaged property is a boundary wall between the two companies, originally built in 2007 and reinforced by QMS in 2016.
The developer of the Mixed-Use Building and Company Headquarters at Lot D14, Tôn Thất Thuyết Street (Cầu Giấy District, Hanoi), is accused of damaging another company’s property during construction.
According to QMS, when the wall was rebuilt, representatives from Detech were invited to witness the process. At that time, both adjacent sides had corrugated iron houses and fences close to each other, so no disputes arose.
“This wall has been in stable use by QMS for nearly 20 years. However, around November 2025, Detech representatives claimed their land area was short by nearly 8m² out of a total of nearly 6,000m² and demanded QMS remove the fence,” said Mr. Phương.
“Cannot Demolish the Wall to Compensate for Another’s Land Shortage”
QMS leadership argues that Detech’s later boundary demarcation, which overlaps with the land QMS has managed and used stably for nearly 20 years (with a historical fence), “cannot be QMS’s responsibility.”
“Requesting to cut a portion of land that a company has used stably for nearly 20 years to ‘compensate’ another company is unreasonable. If this is the case, should society demolish all historical boundary walls just because one party lacks land? If QMS has excess or shortage compared to the documents, we will work with the state to adjust according to the Land Law, not ‘return land’ to another company,” Mr. Phương emphasized.

QMS considers the actions of Detech’s developer and contractor as property damage and a disregard for the law. Therefore, the company requests that relevant authorities urgently halt construction of the high-rise building to clarify the incident.
QMS has submitted a report to the People’s Committee of Cầu Giấy Ward, Cầu Giấy Ward Police, and other relevant units.
Speaking with Tiền Phong, the Deputy Chairman of the Cầu Giấy Ward People’s Committee confirmed receiving the information and is inviting both companies for a meeting.
A representative from the Economic and Urban Infrastructure Department of Cầu Giấy Ward stated that immediately after the incident, the unit dispatched personnel to the scene for inspection and documentation. “The ward currently requires Detech to maintain the current state of the fence, pending further handling,” the representative said.
