Groundbreaking Private-Funded Expressway Project Launches Next Week at Deo Ca Pass, Serving 21 Million People

According to Deo Ca Group JSC, on December 8th, the investor consortium and the Ministry of Construction officially signed the contract to implement the project for expanding the Ho Chi Minh City – Trung Luong – My Thuan Expressway under the Public-Private Partnership (PPP) model.

Largest privately funded BOT transport project in Vietnam’s history

At the signing ceremony, Mr. Ho Minh Hoang, Chairman of Deo Ca Group’s Board of Directors, emphasized that this strategic project will complete the vital transportation axis of the Southern Key Economic Region, serving the economic activities of 21 million people in the Mekong Delta.

Mr. Ho Minh Hoang revealed that with a total investment of VND 36,172 billion, the project will be implemented under the Build-Operate-Transfer (BOT) model, with 100% of the capital raised from private sources. He stressed that this is the largest privately funded BOT transport project in Vietnam to date.

According to the Chairman of Deo Ca Group, Vietnamese enterprises taking the lead in mobilizing resources for such significant projects demonstrates the spirit of Resolution 68/NQ-TW, which aims to empower the private sector to contribute robustly to national development.

Mr. Bui Quang Thai, Director of the Vietnam Road Administration, stated that the project is one of the first to apply the new regulations of the Law on Public-Private Partnership Investment and Decree No. 243/2025/ND-CP, reducing preparation time to approximately 10 months.

According to the Road Administration’s leadership, amidst limited state budget resources, the contract signing and completion of procedures for the project’s groundbreaking on December 19th are crucial. This concretizes the Party and State’s policy of attracting private investment in infrastructure development, especially as the project relies entirely on investor-raised capital.

At the ceremony, Deputy Minister of Construction Bui Xuan Dung urged the project enterprise to mobilize sufficient resources, comply with legal regulations, ensure quality, progress, and environmental protection. He also directed the Vietnam Road Administration to enhance supervision and promptly address arising challenges.

VND 36,172 billion expansion project spans Ho Chi Minh City, Tay Ninh, and Dong Thap

The Ho Chi Minh City – Trung Luong – My Thuan Expressway is a vital artery connecting Ho Chi Minh City with the Mekong Delta. Operational since 2010-2022 with an initial capacity of 4 lanes, the route quickly became a critical gateway, handling significant traffic between Ho Chi Minh City and the southwestern provinces.

However, facing increasing congestion, with thousands of vehicles daily, the route is often overloaded, causing traffic jams and failing to meet regional transport demands.

The expansion project, with a total investment of VND 36,172 billion, spans 96.13 km across Ho Chi Minh City, Tay Ninh, and Dong Thap. The investors include a consortium of Deo Ca Group JSC, Ho Chi Minh City Technical Infrastructure Investment JSC, Tasco JSC, Hoang Long Construction and Investment Corporation JSC, and CII Service and Investment One Member LLC.

The project also includes the development of a synchronized intelligent traffic management system to meet expressway operation requirements and ensure seamless connectivity with adjacent routes. The expanded expressway features 2 rest stops and 10 interchanges, with 8 existing interchanges upgraded and 2 new ones added.

According to Deo Ca Group, expanding the expressway is an urgent necessity, not only to reduce traffic congestion and ensure safety but also to enhance the transportation network in the Southern Key Economic Region.

Additionally, the project will progressively complete the Mekong Delta’s expressway network, boost regional logistics, and reduce travel time from Ho Chi Minh City to My Thuan to approximately 1 hour 45 minutes, down from the current 3 hours.
