The Hanoi People’s Committee has officially launched Plan 325 to comprehensively address urban flooding, ensuring efficient drainage ahead of the 2026 rainy season.
Under this plan, Hanoi will implement three key solutions simultaneously: maximizing the operation of existing drainage systems, executing urgent projects, and investing in infrastructure for areas lacking proper drainage.
For areas with completed drainage systems, particularly the To Lich basin, the city mandates flexible operation and optimization of pumping stations and drainage channels to ensure timely water discharge. The goal is to handle rainfall intensities of up to 310 mm/2 days or 70 mm/hour.

Areas lacking comprehensive investment, such as the Left Nhue and Right Nhue basins and rapidly developing residential areas, will receive priority for new projects funded by public investment. This includes land clearance, design, and construction of drainage systems, canals, and retention basins.
The city has tasked departments, districts, and wards with thoroughly reviewing current conditions, proposing suitable solutions, and permanently resolving prolonged flooding, especially in densely populated and rapidly urbanizing areas.
Urgent public investment projects (before the 2026 rainy season) include: Upgrading existing pumping stations, deploying mobile pumping stations, and improving or constructing new drainage channels to address flooding along Thang Long Boulevard.
Upgrading the downstream Kim Nguu channel connecting the To Lich River to the Yen So pumping station; improving, upgrading, and constructing new drainage facilities to manage flooding in Resco, Ecohome, Tay Ho Tay, Diplomatic Corps, Ciputra, Vo Chi Cong, Long Bien, Dong Anh, and Gia Lam areas.
Upgrading the Thuy Phuong canal to urgently supplement water to the To Lich River and alleviate localized flooding in hotspots such as Resco, Ecohome, Diplomatic Corps, Tay Ho Tay, Ciputra, and surrounding areas.
Upgrading the downstream Kim Nguu channel connecting the To Lich River to the Yen So pumping station; dredging the main Nhue River from Lien Mac to Ring Road 4 (Phase 1).
Investing in the construction of 9 retention basins, including: Chem Lake (9 ha) in Dong Ngac Ward; Co Nhue 1 Lake (10 ha), Co Nhue 2.1 Lake (9.8 ha), Thuy Phuong 2 Lake (14.5 ha), Lien Mac 1 Lake (13 ha) in Thuong Cat Ward; Phu Do Lake (31.5 ha) in Tu Liem Ward; Yen Nghia 2 Lake (5 ha), Yen Nghia 1 Lake (20 ha) in An Khanh Commune; Dong Bong 2 Lake (13 ha) in Dai Mo Ward; and Ha Dong Park Lake (35 ha) in Kien Hung Ward.
Additionally, the city will continue implementing flood control projects from 2021-2025, such as drainage systems, retention basins, and the Vinh Thanh pumping station in Vinh Thanh Commune; constructing and upgrading the Phuong Trach pumping station in Vinh Thanh Commune; and improving drainage in western Hanoi, including the Yen Nghia drainage station.
For the Phu Thuong pumping station project, the Nam Thang Long Urban Development Company will execute the construction of the discharge pipeline and the Phu Thuong pumping station’s intake pipeline, aiming for completion by April 30, 2026.

Hanoi Launches Urgent Flood Control Projects Ahead of the 2026 Rainy Season
The municipal government has mandated that relevant agencies expedite the implementation of critical flood prevention construction projects ahead of the 2026 rainy season. This initiative includes the renovation, upgrading, and construction of new drainage systems to address flooding in key areas such as Resco Urban Area, Ecohome, West Tay Ho, Diplomatic Corps District, Ciputra, Vo Chi Cong, Long Bien, Dong Anh, and Gia Lam.
Pioneering Low-Emission Zone: Hanoi’s Ring Road 1 Set to Lead the Way
At a specialized information conference held on the afternoon of December 5th, Deputy Director of Hanoi’s Department of Agriculture and Environment, Nguyen Minh Tan, announced that the city will pilot a low-emission zone within the Ring Road 1 area starting July 1, 2026. This initiative is considered a pivotal step toward enhancing air quality, reducing vehicle-related pollution, and creating a safer living environment for urban residents.
