Unveiling the Underground Network: Exposing the Sale of Bank Accounts Fueling Online Gambling

Police in Tuyen Quang have charged five individuals for illegally buying and collecting dozens of bank accounts to facilitate online gambling activities.

    On December 6th, the Tuyên Quang Provincial Police Department announced that the Security Investigation Agency has pressed charges against five individuals: Nguyễn Hà Duy Hiếu (born 2003), Nguyễn Hoàng Hà (born 2007), Lương Quỳnh Anh (born 2005), all residing in Chiêm Hóa district; Ma Văn Duy (born 2002, residing in Yên Nguyên commune); and Võ Thanh Trúng (born 2001, residing in Ho Chi Minh City). They are charged with “Illegally collecting, storing, exchanging, buying, selling, and disclosing bank account information” under Article 291 of the Penal Code.

    Tuyên Quang Police have charged five young individuals for illegally buying and collecting dozens of bank accounts to facilitate online gambling activities.

    Investigations revealed that from March to May 2025, Hiếu instructed the group to collect bank account information from others. He also purchased bank accounts from Võ Thanh Trúng multiple times to link them to online gambling accounts for illicit profits.

    By the time they were caught, the group had bought and sold 44 bank accounts and collected information from 89 accounts to support their gambling activities. Authorities deem this a particularly serious offense, undermining financial security and directly violating banking regulations. Notably, several offenders were very young, with some under 18 at the time of the crimes.

    Tuyên Quang Provincial Police urge citizens to safeguard personal information, including bank account details, ID numbers, OTP codes, and frequently used phone numbers. If suspicious activities involving illegal information collection or sale are detected, report them immediately to the nearest police station for guidance and action.
