“Vietnam Poised to Witness Unprecedented Milestone: Over 2 Million Trillion VND in a Single Day in Just 10 Days”

During the November 2025 regular government meeting chaired by Prime Minister Pham Minh Chinh, several critical topics were discussed. A key highlight was the preparation for the groundbreaking of numerous large-scale projects scheduled for December 19th.

Minister Tran Hong Minh reported that the Ministry of Construction has compiled data from local authorities, revealing that 34 provinces and cities, along with various ministries, have registered 239 projects for groundbreaking and inauguration (152 groundbreaking and 87 inauguration projects). The total investment value of these projects exceeds 1.24 million trillion VND, with state budget contributions amounting to over 545 trillion VND (44% of the total).

The Minister added that if Hanoi registers two additional major projects—the Olympic Sports Urban Area and the Hong River Landscape Avenue—as directed by the Prime Minister, the total value of the projects will surpass 2 million trillion VND.

Regarding the Component 1 project of the Lao Cai – Hanoi – Hai Phong railway, Minister Tran Hong Minh confirmed that the Ministry of Construction has closely coordinated with local authorities to expedite land clearance, ensuring the project is ready for groundbreaking on December 19th.

For the expressways set to open during this period, the Ministry of Construction has deployed 22 inspection teams led by Deputy Ministers to oversee each project, ensuring tight control over progress. By the end of 2025, 3,188 km of expressways (including main routes, frontage roads, and local access roads) are expected to be operational.

Notably, including interchanges and intersections, Vietnam will complete a minimum of 3,513 km of expressways and 1,701 km of coastal roads by the end of 2025. This exceeds the targets set by the Prime Minister in Resolution 50 (at least 3,000 km of expressways and approximately 1,700 km of coastal roads in 2025).

Regarding the Olympic Sports Urban Area and the Hong River Landscape Avenue projects, during the Government Standing Committee meeting on November 15th, Prime Minister Pham Minh Chinh urged Hanoi to strive for a December 19th groundbreaking to create momentum for a new era.

In addition to progress requirements, the Prime Minister directed the city to review the overall and zonal planning, developing a plan to effectively utilize water, land, airspace, and underground spaces.

For the Olympic Sports Urban Area, all four sub-zones of the project have received planning approval from the city. The project spans approximately 10,000 hectares within a larger 16,100-hectare planning area.

The Hong River Landscape Avenue is one of the five strategic axes outlined in the Capital’s Master Plan. The project covers about 11,000 hectares, stretching 40 km along the Hong River and passing through 16 wards and communes within the Ring Road 4 area.

The project aims to alleviate traffic congestion, reduce environmental pollution, and mitigate flooding in the inner city. Upon completion, it will connect all bridges crossing the Hong River.

The total investment is estimated at 338 trillion VND, implemented through a public-private partnership (PPP) under a Build-Transfer (BT) contract. This is considered Hanoi’s largest infrastructure investment project to date.
