On December 10th, the Ninh Binh Provincial People’s Committee held a conference to review the progress of the Dynamic Axis Road Project. This ambitious initiative aims to connect the coastal highway (Binh Minh commune) with the Dong Giao intersection (Tam Diep ward).

The road is designed to meet Grade II lowland road standards, with a design speed of 100 km/h (60 km/h through urban areas) and an initial operating speed of 80 km/h. The total investment is estimated at VND 6,939 billion, funded by the provincial budget over two investment plan phases: 2021-2025 and 2026-2030.
The project was approved by the previous term of the Ninh Binh Provincial People’s Council in Resolution 24/NQ-HDND dated March 27, 2025, and by the Provincial People’s Committee in Decision 868/QD-UBND dated October 1, 2025. Construction is slated to begin in December 2025, with completion expected by 2028.
The route traverses seven communes and wards: Binh Minh, Dinh Hoa, Lai Thanh, Yen Mac, Dong Thai, Trung Son, and Tam Diep. It requires the reclamation of over 200 hectares of land and the resettlement of hundreds of households. While many localities have achieved high census rates, some areas face challenges due to legal issues related to land origins, unauthorized land allocations, and partially affected structures.
To date, the project has disbursed 51.78% of its 2025 planned capital, including VND 38.8 billion for land clearance and compensation (GPMB) and over VND 12.9 billion for consulting fees. Preparatory work, finalization of construction drawings, reviews, and bomb disposal are progressing in parallel.
Addressing the conference, Vice Chairman Nguyen Cao Son acknowledged the proactive efforts of the investor and local authorities. However, he highlighted the slow pace of GPMB in some communes, which threatens the project’s groundbreaking timeline. He urged localities to collaborate closely with relevant departments, agencies, and the provincial GPMB support team to clarify land origins, identify all users, determine land types, and establish fair compensation rates. He also stressed the need to review resettlement plans to ensure stability for affected residents.
The Vice Chairman called for intensified public outreach to build consensus, facilitate census participation, and expedite compensation acceptance. He directed the resolution of infrastructure restoration issues and emphasized transparency and legal compliance to prevent disputes.
Vice Chairman Son instructed specialized agencies to expedite the formulation of compensation and resettlement policies, guiding localities in updating land-use plans to inform resettlement arrangements. The province has set a target to complete agricultural land handover by December 31st and all GPMB activities by June 30, 2026, ensuring readiness for the groundbreaking ceremony and project implementation as scheduled. This aligns with preparations for the 14th National Party Congress.
Upon completion, the project is expected to establish a strategic transportation corridor from the coast to the highlands, driving socioeconomic development in Ninh Binh and the broader region.
