The National Assembly has adopted a resolution amending and supplementing certain provisions of Resolution No. 136/2024/QH15 on piloting special mechanisms and policies for the development of Da Nang City.

Presenting the Explanatory Report on the Draft Resolution, Minister of Finance Nguyen Van Thang emphasized that designing superior mechanisms is essential to promote the development of the free trade zone, attract strategic investors, implement urban rail projects, and create coastal urban areas, aligning with Da Nang’s strategic vision.
These policies are expected to foster a synergistic development ecosystem, integrating modern infrastructure, high-quality financial and commercial services, and innovative urban models. This will enhance Da Nang’s appeal to international capital and elevate its role as a regional financial and commercial hub.
Regarding Transit-Oriented Development (TOD), Minister Thang highlighted that allowing the integration of residential buildings, ports, and stations within the same planning area is crucial for optimizing land use and preventing public land wastage.
However, the revised Draft Resolution mandates Da Nang to strictly adhere to infrastructure protection corridors, ensure traffic safety, and strengthen oversight of implementation. It also requires full transparency in financial and land mechanisms for TOD, emphasizing the supervisory role of People’s Councils at all levels to prevent resource misuse or loss.
On attracting strategic investors, the Minister affirmed that adding flexible mechanisms for the city to select financially capable and technologically advanced investors is vital for advancing key economic sectors.
The revised Draft Resolution ensures comprehensive and transparent incentives, facilitating Da Nang’s access to multinational corporations, attracting high-quality capital, and developing high-value-added service industries. This is seen as a critical driver for enhancing the city’s regional competitiveness.
Additionally, the Draft Resolution clarifies land reclamation for key projects, deeming it essential for achieving urban and strategic infrastructure goals. Specifically, land reclamation for mining construction materials is considered urgent to resolve licensing bottlenecks and ensure a stable supply for major projects. This provision has been revised to align with land laws and local realities.
Regarding the free trade zone policy, the Minister noted that the Draft Resolution has been refined to ensure consistency with similar models in Ho Chi Minh City and Hai Phong.
Creating policy alignment among these three localities is significant for establishing a network of free trade zones, fostering inclusive growth, and contributing to national development goals. Da Nang’s free trade zone policies must be innovative yet compatible with existing legal frameworks.
