On December 10th, during the 6th session (the final regular session of the year) of the Ho Chi Minh City People’s Council, 10th tenure, Director of the Department of Construction Tran Quang Lam addressed critical issues raised by delegates.

Delegate Nguyen Thi Viet Tu inquired, “Information about social housing is readily available on various social media platforms. However, these sources often originate from land brokers rather than official channels.”
“A quick search using the keyword ‘social housing in Ho Chi Minh City’ on platforms like TikTok and Facebook confirms this,” she added, urging the Director of the Department of Construction to disclose the lead agency responsible for implementing social housing projects in the city.
Delegate Nguyen Thi Viet Tu further questioned, “To ensure social housing reaches the intended beneficiaries, how has the department collaborated with relevant agencies to guide citizens in registering, preventing them from falling prey to land brokers and incurring additional costs?”
In response, Director Tran Quang Lam stated that the social housing target for the year is nearly 12,900 units, closely aligning with the Prime Minister’s directive. Given Ho Chi Minh City’s successful track record, the Prime Minister has doubled the target for 2026 to approximately 26,000 units.

To meet this goal, Lam revealed that the city has 64 projects planned, totaling around 52,000 units. Several projects have already received permits, and the city aims to commence and complete approximately 32,000 units by 2026.
“We are streamlining procedures to maximize support for housing development,” Lam assured.
Acknowledging the issue of land brokers, Lam emphasized that the construction sector has identified the problem and is taking proactive measures. To ensure transparency and accessibility, especially for low-income workers in industrial and export processing zones, social housing projects will be announced on the official portal and Facebook page of the Ho Chi Minh City People’s Committee and the Department of Construction. Detailed information will be disclosed once projects are ready for sale.
Addressing concerns about overwhelming demand and broker involvement, Lam mentioned that investors are developing electronic registration criteria and forms to eliminate physical queues.
“We are also reviewing land near industrial zones for potential housing development, with plans to allocate 50% of units in specific areas to industrial workers,” Lam added.
Responding to delegate Truong Le My Ngoc’s request for transparency on key project timelines, Lam noted that the city’s public investment is substantial, requiring 1.3 million billion VND in the next term. The Department of Construction has developed a software application for the Key Project Steering Committee, including a module for People’s Council delegates to monitor progress.
“Key projects, including compensation and land clearance progress, will be publicly disclosed for transparency and oversight,” Lam affirmed.
