Ho Chi Minh City’s Economy Outpaces National Average Growth Rate

Ho Chi Minh City’s Gross Regional Domestic Product (GRDP) in 2025 is estimated to grow by approximately 8.03%, surpassing the national average and further solidifying its role as the country’s economic powerhouse.

This information was shared by Mr. Võ Văn Minh, Chairman of the Ho Chi Minh City People’s Council, during the opening session of the sixth meeting of the 10th tenure of the Ho Chi Minh City People’s Council on the morning of December 9th.

According to Mr. Võ Văn Minh, in 2025, Ho Chi Minh City successfully completed the consolidation of administrative units at all levels, implemented a two-tier local government model, and achieved significant milestones in socio-economic development.

The city’s total GRDP for 2025 is projected to reach 2,740 trillion VND, accounting for 23.5% of the national GDP. The per capita GRDP is estimated at 8,066 USD. Foreign direct investment (FDI) attracted approximately 8.16 billion USD, a 21.1% increase compared to the same period in 2024. Trade and services continued to thrive, with a notable 13.5% rise in total retail sales and service revenue, reflecting strengthened consumer confidence and market demand. Industrial production index grew by 9%.

The state budget revenue for Ho Chi Minh City in 2025 is expected to reach around 746,438 billion VND (109.6% of the same period; 111.4% of the central government’s allocation; 107.3% of the City People’s Council’s allocation), contributing 31.2% to the national budget. Local budget revenue is approximately 533,850 billion VND, crude oil revenue is about 57,743 billion VND, and lottery revenue is around 10,844 billion VND.

Total local budget expenditure is approximately 282,063 billion VND, providing crucial resources for infrastructure investment, social welfare, and improving the livelihoods of residents. The city established 59,750 new enterprises with a total registered and additional capital of over 2,000 trillion VND.

The report from the Ho Chi Minh City People’s Committee highlights that in 2025, the city completed and put into operation several key technical infrastructure and transportation projects, as well as works to prevent riverbank and canal erosion. Plans were developed for the Can Gio International Transshipment Port project and the Soai Rap River Dredging project.

The city reviewed detailed planning for port land and water areas and finalized the proposal to further develop and modernize the Cai Mep-Thi Vai International Gateway Port into the largest transshipment hub in the country, with regional and international significance, for submission to the Prime Minister. The City People’s Council was requested to allocate capital for the preparation of 7 urban railway lines and 2 metro lines in the Binh Duong area./.
