Currently, the Project Management Units (PMUs) in Hung Yen province, such as PMU No. 1 and PMU No. 2 for Construction Investment, are overseeing more than 100 infrastructure projects, including several critical and urgent transportation initiatives slated for completion between 2025 and 2028.
Notable projects scheduled for this period include the Parallel Road to Ring Road 4 in the Capital Region passing through Hung Yen, the Red River Cultural Heritage Axis, the road connecting Thai Binh to Pho Hien, and the Ninh Binh – Hai Phong Expressway (CT 08).
To execute these projects, an estimated 50 million cubic meters of foundation material will be required from mid-2025 to late 2026. However, the province’s 72 sand mines can only supply approximately 4 million cubic meters annually, creating a significant gap between demand and local supply.

The Ninh Binh – Hai Phong Expressway (CT 08) segment in Hung Yen alone requires 8.5 to 8.8 million cubic meters of sand for foundation work. Similarly, the Parallel Road to Ring Road 4 in Hung Yen needs 0.96 million cubic meters, comprising 0.25 million cubic meters of soil and 0.72 million cubic meters of sand.
According to the Director of PMU No. 2, construction sites are facing challenges due to soaring material costs and a severe shortage of sand for foundation work.
Ninh Binh Supports Hung Yen with Foundation Materials
To address these issues, Vice Chairman of Hung Yen Provincial People’s Committee Lai Van Hoan has directed the Departments of Agriculture and Environment, and Construction to collaborate on reviewing and finalizing reports. These reports will assess material needs and supply solutions for the final months of 2025, throughout 2026, and from 2026 to 2030, enabling provincial leaders to devise effective solutions.

Regarding the Ninh Binh – Hai Phong Expressway (CT 08) segment in Hung Yen, leaders from both provinces have met to resolve bottlenecks. Hung Yen representatives emphasized that CT 08 is a nationally significant project under special mechanisms, with a 60.9 km length and a 2028 completion target. The project requires 13.5 million cubic meters of sand, 5.55 million cubic meters of hill soil, and 2.4 million cubic meters of stone. Currently, there is a shortfall of 5 million cubic meters of river sand and 2 million cubic meters of sea sand, including 3.2 million cubic meters of river sand and 2 million cubic meters of sea sand in the Ninh Binh (formerly Nam Dinh) section.
After considering input from relevant departments and localities, Vice Chairman of Ninh Binh Provincial People’s Committee Nguyen Anh Chuc instructed the completion of legal documents for the Thung Ham stone quarry to supply the CT 08 project. Additionally, he approved the allocation of the Mom Ro 1 and Mom Ro 2 sand mines for exploration and extraction to support the project.

Cumulatively, the 11-month performance has surpassed that of the same period in 2024 across nearly all sectors, highlighted by 10 standout achievements.
