Ninh Binh International Airport: A $10 Billion Project Set to Break Ground in 2027

Ninh Binh International Airport, spanning a planned area of 664 hectares, is set to be a monumental project with an initial investment exceeding 23.2 trillion VND. Construction is slated to commence in 2027, with operations expected to begin by 2029.

The People’s Committee of Ninh Binh Province has submitted Proposal No. 207/TTr-UBND to the Prime Minister and the Ministry of Construction regarding the feasibility study for the establishment of Ninh Binh International Airport.

According to the proposal, five potential locations within the province were evaluated, with the recommended site located in Lien Tuyen Ward and Binh Luc and Binh My Communes.

This location offers strategic connectivity, situated approximately 7km from Phu Ly City, 21km from Nam Dinh City, 30km from Ninh Binh Province’s center, and in close proximity to major tourist attractions such as Tam Chuc Pagoda (19km) and Bai Dinh – Trang An (30km).

The project spans 664 hectares and is designed to meet ICAO’s 4E airport standards and Level I military airport requirements. It includes two runways measuring 3,800m and 3,200m, capable of accommodating Code E aircraft and similar wide-body models.

The airport is expected to handle 5 million passengers annually by 2030, scaling up to 10 million by 2050.

The preliminary investment is estimated at VND 23,216 billion, inclusive of land clearance costs. The financial plan follows a public-private partnership (PPP) model, with 45.25% government funding and 54.75% investor capital. The payback period is projected at 27 years, with construction slated for 2027 and operational launch in 2029.

Ninh Binh Province has also requested the inclusion of this project in the National Airport System Development Master Plan. The establishment of Ninh Binh International Airport is anticipated to drive economic growth, connect key economic zones, and maximize the region’s tourism potential. Additionally, it is expected to generate employment opportunities, increase local incomes, and attract significant domestic and foreign investment.

The People’s Committee of Ninh Binh Province is currently awaiting feedback from the Prime Minister and the Ministry of Construction to proceed with subsequent steps.
