Hanoi: 1 Social Housing Project
On November 19, Hanoi’s Department of Construction announced the social housing (SH) project at plots CT-05 and CT-06 within the Thanh Lam – Dai Thinh 2 New Urban Area after its groundbreaking.
Covering over 15,400m² in Quang Minh Commune, the project includes two 6-story buildings offering 178 SH units for sale and 66 for rent, accommodating 890 residents. The Housing and Urban Development Corporation (HUD) is the developer.
At CT-05, prices start at nearly VND 14.9 million/m² (including VAT and maintenance fees). Units range from 56-68m², priced between VND 835 million and over VND 1 billion. Rental rates are approximately VND 48,800/m²/month (inclusive of VAT and maintenance fees).
CT-06 units are priced at around VND 14.8 million/m² (including VAT and maintenance fees). With sizes from 56-68m², prices range from VND 830 million to VND 1 billion. Rental rates are nearly VND 48,000/m²/month (inclusive of VAT and maintenance fees).
According to the Department of Construction, the project is expected to be completed by Q4/2026. Registration for SH purchases begins in December this year.
Ho Chi Minh City: 2 Social Housing Projects
On November 27, HCMC’s Department of Construction announced that the Hoa Phu SH project (K-Home NewCity) in Binh Duong Ward will launch 3,030 SH units for sale on December 28, 2025. This includes 1,376 townhouses and 1,654 apartments. Spanning 26.7 hectares, the project is developed by Nam Kim Industrial Construction Investment JSC.
Townhouses are priced at approximately VND 16.6 million/m², while apartments are around VND 26.4 million/m² (inclusive of VAT).

Earlier, on November 14, the Phuc Dat Tan Uyen high-rise SH project in Phuc Dat Commercial Housing Area, Tan Hiep Ward, began accepting applications from November 27 to December 7, 2025. Developed by Phuc Dat Production and Trading LLC, the project comprises three 18-story buildings totaling 936 units, expected to complete by June 2027. Prices start at VND 22 million/m² (inclusive of 5% VAT, excluding maintenance fees). Units range from 32-62m², priced between VND 700 million and nearly VND 1.4 billion.
Da Nang: 3 Projects, Including 2 Social Housing
On November 22, Da Nang’s Department of Construction announced the acceptance of rental applications for SH units at blocks E3 and E4 of the Hoa Khanh Industrial Park SH project until December 24, 2025.
Covering 38,625m² with an investment of VND 1 trillion, the project includes eight residential blocks (E1-E4, B1, B1A, B2, B3) offering 1,760 units, along with sports facilities, services, and a kindergarten. Sai Gon Thuan Phuoc Green Real Estate JSC is the developer.
On November 17, the Department of Construction confirmed that 237 apartments in Block C of the Low-Income Housing project at Dai Dia Bao Resettlement Area are eligible for future sales. Located in Son Tra Ward, the 1.4-hectare project features three 9-story blocks: A (251 units), B (251 units), and C (237 SH units), plus 28 ground-floor kiosks for rent. The developers are Duc Manh JSC and 579 Investment and Construction JSC.
Also in November, the FPT Plaza 4 apartment complex in Ngu Hanh Son Ward, part of the FPT City urban area, received approval to sell 1,395 units. Developed by FPT Da Nang Urban JSC, the 1.9-hectare project includes three basement levels, 20 above-ground floors, and a penthouse, offering 1,395 apartments.
Hai Phong: 1 Social Housing Project
On November 28, Hai Phong’s Department of Construction announced that 519 SH units in the Dong Hoa New Urban Area and Urban Renewal project, Kien An District (now Kien An Ward), are eligible for sale.
Spanning over 8.2 hectares, the project serves approximately 4,050 residents. It includes low-rise townhouses (206 units) and a 20-story mixed-use building with commercial, service, hotel, office, and residential spaces. The 13-story SH building is developed by Van Phuc Dien Real Estate Investment and Development LLC.
Bac Ninh: 3 Social Housing Projects
On November 25, Bac Ninh’s Department of Construction announced the sale and rental of SH units V1 and V2 at plot OCH1 in the Dong Tien SH project, Yen Phong District (now Yen Phong Commune). Applications will be accepted from December 6, 2025, to January 6, 2026.
The V1 and V2 buildings offer 278 units for sale and 138 for rent. Developed by Viglacera Corporation (HOSE: VGC), both buildings are now complete. Prices start at VND 9.9 million/m² (inclusive of VAT), with maintenance fees at VND 188,000/m². Rental rates are VND 60,800/m²/month (inclusive of VAT and maintenance fees).
In November, the 379 Investment JSC’s SH project in Bac Giang City will launch 26 units for sale by late January 2026, priced at VND 12.1 million/m². The project includes two buildings: N01 (6 stories) and N02 (10 stories), completed and operational since Q3/2023.
The SH project for workers in Nen Town, Viet Yen District, Bac Giang (now Nen Ward), will offer 91 rental units starting December 15, 2025, at VND 101,000/m²/month.
Additionally, 90 units in CT1 and CT2 will be sold at VND 13.4 million/m² and VND 14.5 million/m², respectively (inclusive of VAT, excluding maintenance fees). Another 120 units in CT3 and CT4 will be priced at VND 16.8 million/m². Applications will be accepted until December 15, 2025.
The CT1 and CT2 plots span over 3.2 hectares, offering 2,449 units for sale and 338 for rent. CT3 and CT4 cover nearly 2.1 hectares, featuring five 20-story SH buildings and one commercial building, with 1,158 units for sale and 344 for rent. To date, 1,038 units have been sold. The developers are Sai Gon – Hai Phong Industrial Park JSC and Evergreen Bac Giang Sustainable Development Investment JSC.
Dong Nai: 2 Projects, Including 1 Social Housing
On November 24, Dong Nai’s Department of Construction announced that the SH project in Long Thanh Commune is eligible to sell 628 units at an average price of VND 21.6 million/m² (inclusive of VAT, excluding maintenance fees).
Developed by Long Thanh Riverside JSC, the 2.5-hectare project includes four 7-story buildings with 628 units.

In November, the Binh An planned housing area (Gem Sky World) received approval to sell 119 townhouses. Covering over 92.2 hectares, the project includes eight sub-zones, with 50.5% dedicated to shophouses and commercial townhouses. With an investment of over VND 5.7 trillion, it offers 4,026 land plots for housing, education, commercial services, and healthcare. The developer is Ha An Real Estate Business Investment JSC, a subsidiary of Dat Xanh Group (HOSE: DXG).

Nghe An: 1 Project
On November 18, Nghe An’s Department of Construction announced that the CT3B apartment building in Zone C of the Quang Trung apartment complex, Vinh City (now Thanh Vinh Ward), is eligible for future sales. Developed by Hanoi Housing Development and Investment JSC No. 30, the building is part of the renovation of the Quang Trung complex, originally built in the late 1970s. The complex includes 22 buildings across four zones (A, B, C, and D), with Zone C being the most deteriorated.
Quang Tri: 2 Social Housing Projects
On November 20, Quang Tri’s Department of Construction announced that 432 future SH units in the Bao Ninh 1 project are eligible for sale and rent-to-own, priced at VND 18.2 million/m² (inclusive of VAT, excluding maintenance fees). Covering nearly 1.9 hectares, the project is expected to complete by Q4/2026. The developers are Tien Dat Construction LLC and Global Construction Investment JSC.
In November, the Department of Construction began accepting applications for SH units in the Nam Dong Ha Commercial Urban Area project, Nam Dong Ha Ward. Spanning nearly 13.7 hectares, the project includes 1.2 hectares for SH, offering 142 three-story townhouses. Prices range from VND 8.3 to VND 12.4 million/m². Developed by Vincom Retail Operation LLC, applications will be accepted until December 26, 2025.
Dak Lak: 2 Projects, Including 1 Social Housing
In November, Dak Lak’s Department of Construction announced that the Hoa Vinh Market Urban Area project in Dong Hoa Ward, Phu Yen Province, is eligible for capital mobilization. Developed by Construction Investment JSC 72, the 12.35-hectare project includes 88 semi-finished townhouses and 298 land plots for self-construction, accommodating 1,548 residents. The investment totals nearly VND 381 billion.
Earlier in November, the Department of Construction began accepting applications for 120 SH units in the Km7 Urban Area project (Phase 5) by Dak Lak Urban Development Investment LLC.
The project includes two 7-story SH buildings: XH1 (1.66 hectares) and XH2.1 (0.7 hectares), along with 709 low-rise social townhouses for sale and 88 for rent. SH units are priced at over VND 16.8 million/m² (inclusive of VAT, excluding maintenance fees).
Thai Nguyen: 2 Social Housing Projects
On November 17, Thai Nguyen’s Department of Construction announced the sale of 689 apartments in the Worker and Social Housing project in Tich Luong Ward, covering 11.3 hectares. Developed by Binh Minh Phat Investment JSC, units are priced at VND 14.7 million/m² (inclusive of VAT, excluding maintenance fees). Applications will be accepted from November 10, 2025, to January 30, 2027.
On November 15, the Dai Thang Housing Area SH project launched its sixth phase, offering 29 units, including 21 apartments and 8 low-rise townhouses. Prices start at nearly VND 14.5 million/m² (inclusive of VAT, excluding maintenance fees).
Spanning 8,432m², the project features an 18-story SH building with 361 units and 34 low-rise townhouses. The developer is TNG Land JSC.
