The joint venture between Saigon Real Estate Corporation (Saigonres, HOSE: SGR) and Lizen Corporation (HOSE: LCG) has released the Environmental Impact Assessment (EIA) report for the Yen Binh Concentrated Information Technology Zone project. Spanning over 197.6 hectares, the project is located in Van Xuan Ward and Diem Thuy Commune, Thai Nguyen Province.
The project received approval for its 1/2000-scale construction zoning plan from the Thai Nguyen Provincial People’s Committee on November 19, 2024, along with investment approval and investor confirmation on September 19, 2025.
The project’s boundaries are defined as follows: to the east and north, it borders existing residential areas and rice fields in Nga My Commune (now Diem Thuy Commune); to the south, it adjoins the Hanoi Capital Region’s Ring Road V and the planned area for the Yen Binh High-Tech Agricultural Zone; and to the west, it borders Reo Stream in Tien Phong Ward (now Van Xuan Ward).
The project area primarily consists of small hills and low-lying land, with the majority currently used for rice cultivation and agricultural activities. Scattered rural residential areas with low population density occupy a minimal portion of the land. Additionally, there are small areas dedicated to aquaculture, public spaces, transportation, and irrigation. The site also includes one primary school and a communal cultural house within Pho Yen City (now part of Van Xuan Ward).

The project aims to establish a centralized information technology hub, providing infrastructure for IT application and development. It seeks to advance the IT industry, create a research and development center for IT products, and support training and technology transfer in the IT sector. The project is expected to attract approximately 16,000 workers and accommodate nearly 15,500 residents.
The project is divided into two zones: a functional zone covering over 110.6 hectares, which includes areas for IT product and service production, research and development, consulting, training, and technology incubation; office spaces; and exhibition areas. The second zone, spanning over 30.5 hectares, provides supporting services such as an eco-friendly residential area, accommodations for experts, and additional facilities catering to the IT zone.

The total investment for the project is 3.534 trillion VND, with implementation scheduled from 2025 to the end of Q3 2028. The project’s operational period will not exceed 50 years from the land allocation date.
Saigonres anticipates that the Yen Binh Concentrated Information Technology Zone will attract between 2 to 4 billion USD in secondary investment within the first 5 to 7 years.
This project aligns with the Information and Communication Infrastructure Master Plan for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister in Decision No. 36/QĐ-TTg on January 11, 2024.
Under this plan, Vietnam aims to establish 12-14 concentrated IT zones by 2025, expanding to 16-20 zones by 2030. Priority will be given to localities with strong technological potential, such as Hanoi, Ho Chi Minh City, Da Nang, Hai Phong, Can Tho, and other regions with significant IT industry growth.
The plan also includes upgrading and expanding connectivity among concentrated IT zones in select regions to create larger regional IT hubs, including research and development centers for major international technology corporations.
