The Director of the Hanoi Public Administration Service Center, Cu Ngoc Trang, has recently approved a restructuring plan for the provision of land information and data procedures under the management of the Hanoi People’s Committee.
Under this plan, 100% of applications for land information and data will be processed entirely online, regardless of administrative boundaries, and in-person submissions will no longer be accepted.
For requests to provide information confirming housing eligibility for social housing purchases, citizens will complete an interactive electronic form (e-form) configured according to Form No. 02 of Circular 05/2024/TT-BXD, as amended by Circular 09/2025/TT-BXD. They are not required to submit Form No. 14, as per Decree 151/2025/NĐ-CP issued by the Government.
For other cases under this procedure, citizens will complete the e-form configured according to the aforementioned Form No. 14.

Citizens are not required to use digital signatures or submit documents with wet signatures. Results will be returned via their public service accounts; if a physical copy is needed, authorities will deliver it directly via postal services.
This is one of the procedures with the highest volume of applications at the city level, particularly surging when citizens process housing ownership confirmations related to social housing projects.
According to the Hanoi Public Administration Service Center, in just over two months (July 1–September 21, 2025), Hanoi received more than 13,500 applications. Citizens had to submit these in person, leading to long waits, congestion, and significant pressure on one-stop service departments.

In response to these challenges, Hanoi has identified restructuring the process and fully transitioning to a digital environment as a fundamental solution to maximize convenience for citizens.
Citizens will reduce their travel from 4 trips to 0, enabling them to complete procedures anytime, anywhere. Specialized agencies will no longer need to transfer or store paper files, enhancing processing efficiency in the digital environment.
The agency estimates that the new plan will save approximately 30 billion VND in administrative compliance costs annually.
