Hong Ha Ward, the largest in Hanoi, is strategically located near the city center and major transportation hubs. However, its vast area, rapid urbanization, and complex land types pose significant challenges for construction order management.
At the constituent meeting preceding the 3rd session of the Hong Ha Ward People’s Council on November 21st, Chairman Le Hong Thang reported that in 2025, the ward addressed 93 construction order violations. Regular inspections and enforcement will continue, particularly in areas adjacent to the Red River.
Hong Ha Ward launched a campaign to address corrugated iron roofs in Alley 238/11, Au Co Street.
Several violating structures around Au Co Street were forcibly demolished.
Hong Ha Ward authorities will establish a dedicated task force to collaborate with relevant agencies for regular and surprise inspections, especially on weekends and holidays when violations are more likely to occur.
Despite efforts, violations persist in Hong Ha Ward. For instance, a structure at 108 Bach Dang Street, initially approved for renovation, is now illegally adding floors.
Residents of Group 7, Chuong Duong Street, complain about a construction project causing noise and deviating from the original renovation plan. “Mr. Tin only requested permission for renovation without structural changes, but now he’s building up to the 5th floor without any intervention,” a resident stated.
A construction at 526 Bach Dang Street encroaches on the entire sidewalk of Bach Dang Street.
These violations were reported to Hong Ha Ward authorities by Tien Phong newspaper journalists, but no response has been received after several weeks.
A construction at 10 Alley 344/6 Au Co Street, permitted by Tay Ho District (107/GPXD, June 20, 2023) for 4 floors and 1 attic, exceeds the approved area without enforcement. Construction continues unabated.
Another structure on Au Co Street violates the R3 zoning plan of the Hong River urban area.
