A luxurious integrated tourism service complex is set to transform the Van Don Economic Zone in Quang Ninh Province, boasting a prime beachfront location.
Spanning nearly 245 hectares, the project’s planning area includes over 182 hectares of developed land and the remainder preserved as natural forest.
The land use plan allocates more than 26 hectares for a casino complex, featuring a 25-story tower with three basement levels, housing approximately 214 gaming tables and 2,140 slot machines. The hotel and resort facilities will occupy two 12-hectare plots, rising up to 30 stories with three basement levels. The resort area will consist of seven plots, each with five stories above ground and two basement levels.
This development will encompass a casino business hub, real estate ventures, tourism services, hotels, luxury villas, resorts, a commercial center, offices, conference facilities, sports centers, entertainment venues, and wellness retreats. It is projected to accommodate up to 7,000 tourists, with a maximum capacity of 10,500.

The project spans over 244 hectares, with an investment capital exceeding 51 trillion VND.
The project is divided into three phased development zones. Zone 1 (approximately 37 hectares) will feature high-rise hotels with casino operations, premium commercial services, resorts, conference facilities, and upscale entertainment.
Zone 2 (nearly 74 hectares) will host a multi-functional hotel complex, high-rise commercial centers, tourism services, conference halls, a financial center, offices, entertainment venues, art performances, and health care facilities.
Zone 3 (over 71 hectares) will include low-rise commercial services, resorts, leisure hotels, exhibition spaces, a water theater, museum, festival streets, conference tourism, and recreational activities.
In late June, Deputy Prime Minister Tran Hong Ha approved the investment policy for this high-end integrated tourism service complex in the Van Don Economic Zone. The decision stipulates that casino operations and pilot access for Vietnamese citizens will only be permitted once all legal requirements are met.

Highway 4B, the vital artery connecting Quang Ninh and Lang Son provinces, has become increasingly inadequate after over 20 years of operation. Its narrow lanes, numerous steep slopes, and sharp bends now create a bottleneck, hindering the economic corridor linking Lang Son’s border gates with Quang Ninh’s expressway network.
