Unblocking Thousands of Stalled Projects to Boost Economic Growth
Presenting the Government’s proposal, Minister of Finance Nguyen Van Thang emphasized the urgent need to expand the scope of Resolution No. 170/2024/QH15. This move aims to institutionalize the Party’s policy of resolving bottlenecks for projects with concluded inspections, audits, and court rulings nationwide. The goal is to definitively address long-stalled projects, unlock investment resources, and maximize land value.
The implementation of Resolution No. 170/2024/QH15 in five provinces (Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa, and Tay Ninh) as of December 1, 2025, has yielded significant results: 1,759 out of 2,161 projects and properties (81.39%) have been resolved, with a total investment value of approximately VND 220,433 billion. Additionally, 6,101.51 hectares of land have been put into productive use. These outcomes underscore the effectiveness of unblocking initiatives, aligning with practical needs and driving economic growth while combating resource wastage.
During implementation, the Government’s Steering Committee 751 identified 1,104 projects and land parcels nationwide with similar legal complexities requiring special mechanisms for resolution.
Minister Thang affirmed that expanding the Resolution would provide a legal framework to promptly address challenges faced by long-stalled projects with similar legal issues across the country. This step is crucial for unlocking trapped investments, reducing waste, and supporting high economic growth.
The Government has proposed that the National Assembly issue a Resolution extending special mechanisms and policies nationwide to projects and land parcels with similar legal issues identified in inspections, audits, and court rulings.
The Resolution’s scope mirrors that of Resolution No. 170/2024/QH15 but includes provisions for projects and land parcels with violations predating the new Resolution’s effective date, preventing the handling of new violations.
The Government will issue guidelines for implementation, publish a detailed list of applicable projects, and set timelines for specific policies. The Resolution will leverage existing resources without expanding personnel or administrative structures.
The Government assumes full responsibility for the accuracy, completeness, and integrity of the project and land parcel list.
Chairman of the Economic and Financial Committee Phan Van Mai Presents the Review Report

Following the review by the Economic and Financial Committee, Chairman Phan Van Mai stressed the Committee’s agreement on the necessity of the Resolution while highlighting key issues for discussion and clarification.
Regarding the Resolution’s issuance, one opinion favors a separate National Assembly Resolution, while another suggests incorporating it into the Resolution of the 10th Session after the National Assembly’s feedback.
The Committee recommends clarifying the Resolution’s application to projects with violations predating its effective date and reviewing implementation principles (Article 2) to avoid overlap or misinterpretation compared to Conclusion No. 77-KL/TW and Resolution No. 170/2024/QH15.
Chairman Mai noted the Committee’s support for the Government’s role in publishing the project list but urged explicit provisions holding the Government accountable for the list’s accuracy, completeness, and integrity.
