Urgent Proposal to Construct the Sơn Hải Corporation’s Mountain-Crossing Highway: Vietnam’s Most Breathtaking Infrastructure Project

According to Khanh Hoa Newspaper, the Provincial People’s Committee has instructed relevant agencies to expedite the completion of reports for submission to the Prime Minister, seeking approval for the Nha Trang – Da Lat Expressway project. This critical infrastructure is urgently needed to enhance connectivity between the two major tourist hubs, ensuring safer and more efficient travel.

Currently, National Highway 27C serves as the primary route linking Nha Trang and Da Lat. However, since its inception, the road has been prone to landslides during the rainy season, particularly along the Khanh Le Pass (Nam Khanh Vinh Commune). In late 2024, prolonged heavy rains triggered severe landslides on this section, with over 100,000 cubic meters of mud and debris blocking the road at 10 different points. Despite round-the-clock efforts by hundreds of workers and machinery, it took more than a week to restore single-lane traffic.

On November 16, 2025, a massive boulder dislodged by heavy rain struck a passenger bus on the Khanh Le Pass, resulting in six fatalities. Subsequent days saw additional landslides, including large boulders obstructing the road and sections where half the roadbed collapsed, causing complete traffic paralysis. Preliminary data reveals 52 landslide points along Highway 27C since November 16, with 35 locations entirely blocked. Maintenance teams have cleared 41 sites, partially restoring one or two lanes, while 11 points remain inaccessible.

Le Huyen, Vice Chairman of Khanh Hoa Provincial People’s Committee, emphasized that frequent landslides on Highway 27C severely disrupt transportation, impacting residents’ livelihoods and socio-economic development in Khanh Hoa and Lam Dong provinces. Constructing the Nha Trang – Da Lat Expressway is therefore imperative to strengthen connectivity between these regions.

Persistent landslides on National Highway 27C have disrupted travel between Nha Trang and Da Lat in recent years.

Khanh Hoa Provincial People’s Committee has submitted reports to the Ministry of Construction and Ministry of Finance detailing the proposed PPP (BOT with state participation) investment model for the Nha Trang – Da Lat Expressway.

In 2024, Khanh Hoa and Lam Dong provinces jointly petitioned the Prime Minister to approve the entire Nha Trang – Da Lat – Lien Khuong route. The initial phase focuses on the 80.8 km Nha Trang – Da Lat segment, comprising 44 km in Khanh Hoa and 36.8 km in Lam Dong. The route begins at Dien Tho Commune (Khanh Hoa), intersecting the North-South Eastern Expressway, and ends at the Darahoa junction (Lam Dong). The four-lane highway, with a 22-24.75 meter width, will be constructed in a single phase.

The total investment is estimated at VND 25 trillion, with 35% from private investors and 65% from the state (approximately VND 1.2 trillion from local budgets and VND 15 trillion from the central government).

Son Hai Group is committed to the Nha Trang – Da Lat Expressway project, aiming to create Vietnam’s most scenic mountain highway.

During a September 4, 2024 meeting with Deputy Prime Minister Tran Hong Ha, Nguyen Viet Hai, Chairman of Son Hai Group, reaffirmed the company’s commitment to the project, envisioning it as Vietnam’s most picturesque mountain highway. Acknowledging the route’s complexity, he proposed solutions such as elevated roads, retaining walls, precast bridges, and tunnels to minimize forest impact, potentially reducing affected forest areas by 30% (125 hectares).

The Nha Trang – Da Lat Expressway is a strategic initiative poised to boost economic growth in Lam Dong, Khanh Hoa, and Ninh Thuan provinces. Upon completion, travel time between Nha Trang and Da Lat will be reduced to 1.5–2 hours, down from nearly 4 hours currently.

At a late-November project update meeting, Vice Chairman Le Huyen announced that the Department of Finance would convene with Son Hai Group to finalize the investor’s capital contribution ratio. The Department of Construction confirmed that the project is in the 2024–2025 preparation phase, with construction slated to begin in 2026 and completion by 2028.
