The focus of this discussion is the agricultural sector.

This information was highlighted during the 2025 Prime Minister’s Dialogue with Farmers, themed: “Application of Science and Technology, Innovation, and Digital Transformation in Agriculture,” held on the morning of December 10.

In his concluding remarks at the conference, the Prime Minister emphasized that science and technology, innovation, and digital transformation are objective requirements and top strategic priorities. They are essential to achieving the goal of exporting $100 billion worth of agricultural products in the future.

The Prime Minister noted a significant gap between research and the application of science and technology in agricultural production. Regarding the acceleration of digital transformation in agriculture and rural areas, he stressed the need to enhance electricity and network coverage, particularly in remote, border, island, and ethnic minority regions.

Additionally, the Prime Minister called for mechanisms and policies to support linkages between cooperatives and businesses, aligned with green transformation, digital transformation, and the application of science and technology.

The Prime Minister noted that most farmers still face low incomes and risks from natural disasters, diseases, and market fluctuations. He called for breakthrough solutions to develop agriculture, improve farmers’ livelihoods, and build new rural areas, alongside risk management measures such as agricultural insurance.

The Prime Minister urged ministries, agencies, and localities to first review, develop, and issue transparent mechanisms and policies on land, credit, science and technology, and digital transformation in agriculture. Second, implement various credit support programs and policies for the agricultural and rural sectors. Third, address challenges in agricultural insurance to develop a robust agricultural insurance market, particularly against risks like crop failure, price fluctuations, and natural disasters. Fourth, continue evaluating and expanding programs to support farmers.

Finally, localities should continue issuing policies to develop agriculture, farmers, and rural areas, tailored to each phase, based on the Party and State’s guidelines, with the principle of “farmers as the center and subject, agriculture as the driving force, and rural areas as the foundation.”

Concluding the conference, the Prime Minister, inspired by the “3 Togethers” spirit of farmers during the resistance and nation-building era, called on all levels and sectors to embrace the “3 Companionships” approach in applying science, technology, innovation, and digital transformation in agricultural production.

First, accompany farmers by providing knowledge and technology transfer. Second, collaborate in developing mechanisms and policies to support employment and livelihoods. Third, partner in market connectivity, product consumption, and building agricultural brands.

Furthermore, the Prime Minister presented “5 key requests” to farmers. Specifically, first, accelerate the application and transfer of science and technology, innovation, and green transformation in agricultural production, especially in high-tech agriculture and agricultural economic development. Second, actively contribute ideas to improve institutions and the business investment environment. Third, boldly lead in agricultural innovation and entrepreneurship.

Fourth, enhance smart management capabilities in production organization, value chain management, and business operations.

Fifth, proactively access capital, land, expand markets, and build product brands.

To address challenges and build a prosperous agriculture, modern rural areas, and civilized, technology-savvy farmers, the Prime Minister urged all levels, sectors, and localities to focus on key tasks and solutions.

Notably, two key areas include: First, prioritizing science, technology, innovation, and digital transformation to resolve bottlenecks in agriculture and rural areas, driving breakthroughs in increasing agricultural product value and quality. Establish a mechanism for collaboration among scientists, businesses, cooperatives, and farmers.

Second, regarding proposals for investment in scientific research, internet infrastructure, and e-commerce platforms for farmers, the Prime Minister directed relevant ministries and agencies to develop public-private partnership mechanisms for modern digital infrastructure, meeting farmers’ needs.
