Ministry of Construction Proposes Reward Mechanism for Groundbreaking and Inauguration Ceremonies on December 19

The Ministry of Construction has submitted a proposal to the Ministry of Finance regarding a reward mechanism for projects inaugurated or commenced in celebration of the 14th National Congress of the Communist Party of Vietnam. This initiative aims to recognize the efforts of investors and contractors involved in key projects, particularly national transportation infrastructure.

According to the Ministry of Construction, the award ceremony will take place on December 19, 2025, at various locations nationwide. This event also serves as a celebration of the 14th National Congress, while motivating the timely or early completion of infrastructure projects.

As per the list of 15 projects and sub-projects under Decree 15/2023/NĐ-CP, the Ministry of Construction oversees 4 projects, comprising 15 sub-projects.

These 4 projects include: 12 sub-projects of the North-South Eastern Expressway Phase 2021-2025; Sub-project 2 of the Khanh Hoa – Buon Ma Thuot Expressway; Sub-project 2 of the Bien Hoa – Vung Tau Expressway; and the Dai Ngai Bridge on National Highway 60 connecting Soc Trang and Tra Vinh.

For the remaining 11 projects managed by provincial authorities, the Ministry of Construction has not yet received any reports or proposals regarding rewards.

Reports from investors indicate that 6 sub-projects of the North-South Eastern Expressway Phase 2021-2025 have been completed:

Over 254 Billion VND in Rewards for Contractors of the Ham Nghi – Vung Ang Section

The Ham Nghi – Vung Ang section is the first project to implement contract rewards. It consists of 2 construction packages:

Package 11-XL, completed 158 days ahead of schedule, received over 126.7 billion VND. Breakdown:

Xuan Truong Private Enterprise: over 94 billion VND;

Tu Lap Company: over 16 billion VND;

Company 471: over 16 billion VND.

Package 12-XL, completed 198 days ahead of schedule, received over 127.8 billion VND. Breakdown:

Xuan Truong Private Enterprise: over 115 billion VND;

Construction Company 368: nearly 12.3 billion VND.

This is the largest reward ever given to transportation contractors for early completion.

Van Phong – Nha Trang Expressway Section Also Proposes High Rewards

At the Van Phong – Nha Trang project, several packages have been completed ahead of schedule and are eligible for contract rewards.

Package XL01, completed 255 days ahead for the 39.5 km segment and 93 days ahead for the 13 km segment. However, due to varying completion times, specific reward amounts are still being determined.

Package XL02, completed 190 days ahead, is expected to receive over 146.6 billion VND. Breakdown:

Son Hai Group: over 100.8 billion VND;

Vinaconex: over 45.8 billion VND.
