The Hanoi People’s Committee recently allocated 7.5 hectares of land in the first phase, located in Phuc Loi Ward (former Long Bien District), to Him Lam Corporation for the development of the Him Lam Phuc Loi Social Housing Project.
The project site is strategically located with a frontage on Hoi Xa Street, adjacent to Company 26, offering a prime position for the social housing development.
Opposite the project site is the Vihomes Riverside area, known for its multi-million dollar villas, enhancing the neighborhood’s prestige.
According to the detailed 1/500 planning, approximately 4.69 hectares of land are designated for social housing development, corresponding to lots C1, C2, C3, C4, and C6. This urban land is allocated by the state with a land use fee, but Him Lam is exempt from land use fees under the 2023 Housing Law and Decree 103/2024. The land use term extends until mid-2068. Upon completion, homebuyers will receive land ownership certificates as per current regulations.
In addition to housing, approximately 1.53 hectares of the first phase allocation is dedicated to educational facilities, including kindergarten and primary schools. This land is provided by the state free of charge, with the developer responsible for completing infrastructure and handing it over to local authorities for operation, prioritizing private school models. The remaining 1.33 hectares are allocated for internal roads, green spaces, and other technical infrastructure.
Alongside the land allocation decision, the Hanoi People’s Committee has directed Him Lam Corporation to complete land receipt procedures, obtain construction permits, update land records, and expedite land ownership certification for future homebuyers. The company must also collaborate with Phuc Loi Ward authorities to accelerate the clearance of the remaining 5.87 hectares in Q1/2026 to qualify for the second phase land allocation.
Him Lam Corporation is required to commence land use within 12 months, with a maximum extension of 24 months for delays. Failure to initiate development within the extended period will result in land reclamation by Hanoi authorities.
Previously, in 2018, Him Lam Corporation received approval from the Hanoi People’s Committee for the Him Lam Phuc Loi Housing Project. The project spans approximately 13.44 hectares, comprising 12 towers with a total of 5,724 apartments, including 1,944 social housing units, 504 resettlement units, and approximately 3,276 commercial apartments. The initial investment is estimated at 7,000 billion VND.
By late 2021, Him Lam Corporation formally submitted Document 213 to the Hanoi People’s Committee, proposing the conversion of the Him Lam Phuc Loi Housing Project into the Him Lam Phuc Loi Social Housing Project in Long Bien District. The proposal includes converting over 3,200 commercial apartments and 504 resettlement units into social housing to meet the needs of low-income residents in Hanoi.
