On December 12, the Ho Chi Minh City Investment and Trade Promotion Center (ITPC) collaborated with the Japanese Business Association in Ho Chi Minh City (JCCH) to host the 2025 Japan Business Roundtable Conference. The event aimed to facilitate direct dialogue, address challenges, and enhance the investment and business environment for Japanese enterprises operating in the city.

Following discussions on Japanese businesses’ concerns regarding land use certificate reissuance in Linh Trung 2 Export Processing Zone and Hiep Phuoc Industrial Park, Chairman Nguyen Van Duoc confirmed that the land conversion aligns with the city’s planning. However, Japanese partners are secondary tenants, not directly engaged with the government.
He directed Phu Nhuan Housing Business Company, the land lessor, to collaborate with the Ho Chi Minh City Export Processing and Industrial Zones Authority (Hepza) to expedite land valuation and financial obligations related to land use coefficient adjustments.
The Chairman urged all parties to resolve these issues by December, ensuring business stability.
Regarding tax concerns when closing representative offices, Ho Chi Minh City Tax Department representatives clarified procedures and pledged resolution within three working days upon complete documentation and tax compliance.
Addressing issues with automated gates and immigration procedures at Tan Son Nhat International Airport, the Immigration Department acknowledged delays and committed to swift improvements for foreign experts and entrepreneurs.
On transportation infrastructure and the shift from gasoline to electric vehicles, the Department of Construction noted the city’s green transition focuses on improving existing infrastructure and reducing traffic congestion. Currently, no mandatory conversion to electric vehicles is planned. Pilot projects target public transport emissions reduction, with broader policies undergoing thorough research and public consultation.
Concluding the conference, Chairman Duoc appreciated Japanese businesses’ constructive feedback, noting many issues were resolved on-site. Moving forward, Ho Chi Minh City will prioritize institutional reforms, streamline investment procedures, and reduce business costs and processing times by at least 30%, ensuring 98% of administrative files are processed on time.
