Vingroup to Launch 4 Projects in Ha Tinh Province on December 19
According to the plan, December 19 will mark the inauguration and groundbreaking ceremony for large-scale, meaningful projects and works, celebrating the 14th National Congress of the Communist Party of Vietnam. As reported by the Ministry of Construction during the meeting on December 9, the Ministry has compiled a list of 245 projects and works across 34 provinces and cities eligible for groundbreaking and inauguration, with a total investment of over 1.3 quadrillion VND.
In Ha Tinh, the province has registered six projects for simultaneous inauguration and groundbreaking ceremonies nationwide to commemorate the 14th Party Congress, including two groundbreaking projects and four project launches. The total investment for these projects exceeds 128.552 trillion VND, with one project utilizing the provincial budget and the remaining projects funded by domestic investors.
Among these, Vingroup will launch four projects in the Vinhomes Vung Ang Industrial Park, with a total investment of over 127 trillion VND, including:
– Vinmetal Ha Tinh Steel Plant, with a total investment of nearly 80 trillion VND, covering an area of over 461 hectares.
– Ky Trinh New Urban Area (Song Tri Ward), with a total investment of 8 trillion VND, spanning over 84 hectares.
– Ky Anh Wind Power Plant, with a capacity of 400 MW, generating 1,053.3 GWh/year, and a total investment of 17.051 trillion VND.
– Eco Wind Ky Anh Wind Power Plant, with a total investment of 22.647 trillion VND, a capacity of nearly 500 MW, and an expected output of over 1,322 GWh/year.
Additionally, Ha Tinh will commence two other projects: the construction of the Ha Tinh Museum (total investment of 305 billion VND, covering 2.28 hectares) and the Xuan Thanh New Urban Area project (total investment of over 549 billion VND, spanning 45.54 hectares).
How is Ha Tinh Province’s Economy Developing?
At the opening of the 34th Session of the Ha Tinh Provincial People’s Council (17th term, December 9), Vice Chairman of the Provincial People’s Committee Tran Bau Ha provided insights into the socio-economic situation in 2025, the socio-economic development plan for 2026, and the socio-economic development strategy for 2026-2030.
Regarding the socio-economic situation in 2025, Mr. Ha stated that out of 28 key socio-economic indicators, the province expects to meet or exceed 23 targets. GRDP growth is estimated at 8.78%, leading the North Central region.
Industrial recovery continues (IIP index up nearly 7%), and key projects are accelerating. Agriculture, new rural construction, and civilized urban development have achieved notable results, with the province completing all 8 new rural criteria by June 30, 2025. Trade, services, and tourism have shown significant growth.
In 2025, Ha Tinh’s budget revenue is estimated at 19.9 trillion VND, reaching 112% of the plan and increasing by 11% year-on-year. Total social investment capital is approximately 56 trillion VND, with public investment disbursement reaching nearly 7 trillion VND by December 5, exceeding the Prime Minister’s plan by 23.6% and achieving nearly 60% of the local plan.
The province has approved 43 domestic investment projects with a total capital of nearly 120 trillion VND and 5 FDI projects with a registered capital of 22.9 million USD.

For 2026, Ha Tinh aims to promote growth alongside economic restructuring based on science, technology, innovation, and digital transformation, driving substantial changes for the 2026-2030 period.
According to the Vice Chairman of the Provincial People’s Committee, Ha Tinh strives for a GRDP growth rate of 10% or higher in 2026, with per capita GRDP reaching 101 million VND, average income exceeding 63 million VND, and a poverty reduction rate of 0.5% per year.
For the 2026-2030 period, Ha Tinh targets an average GRDP growth rate of 10% or higher, with per capita GRDP reaching 168 million VND by 2030 and average income hitting 80 million VND.
At the session, Chairman of the Provincial People’s Committee Phan Thien Dinh emphasized that, with the set goals, continuing to develop industry as a global driver and fostering provincial growth are among the six strategic priorities. The province will also enhance organic and circular agriculture, linking it with processing, product commercialization, and technological application, while developing tourism as a bridge between rural, industrial, and urban areas.
Furthermore, to drive development, Ha Tinh will focus on leveraging cultural and scenic values to shape a modern, distinctive Ha Tinh city. The province will prioritize science, technology, innovation, and digital transformation, gradually establishing a digital economy component within its economic structure.
The province will also focus on education and healthcare development, upgrading the Provincial General Hospital and Ha Tinh University to create internal momentum for growth. Additionally, Ha Tinh will plan and construct its urban areas in a civilized, sustainable, and culturally harmonious manner.
