During the 6th session of the 10th Ho Chi Minh City People’s Council on December 10, Mr. Tran Quang Lam, Director of the Department of Construction, addressed inquiries regarding the city’s transportation infrastructure. He emphasized that the city has meticulously prepared a comprehensive transportation strategy, particularly focusing on the framework infrastructure system.
Ho Chi Minh City is currently investing heavily in its transportation network, including metro lines, regional and inter-regional roads such as Ring Road 2, Ring Road 3, Ring Road 4, and highways like Ho Chi Minh City – Moc Bai and Thu Dau Mot – Chon Thanh.
The Ben Thanh – Can Gio metro line segment from Tan Thuan to Can Gio will be elevated, running parallel to the Ben Luc – Long Thanh Expressway.
Specifically, regarding urban rail transit, Mr. Lam stated that Ho Chi Minh City has thoroughly prepared to develop an underground railway system, recognizing the need for substantial investment in this mode of transportation to address urban traffic congestion and infrastructure synchronization.
Since the issuance of National Assembly Resolution 188, Ho Chi Minh City has implemented a highly streamlined mechanism for urban rail transit investment. A prime example is the Can Gio – Ben Thanh metro line, which has seen the fastest deployment in history. Within just two months, relevant departments completed all necessary conditions for the City People’s Committee to approve the investment policy. On December 19, the city will commence several key projects, including the Ben Thanh – Can Gio metro line.
The city has also prepared and balanced capital resources to ensure that by 2030, the road and urban rail transit systems will be substantially completed and regionally connected.
The Ben Thanh – Tham Luong segment of metro line 2 is scheduled to begin construction in January 2026, with several other lines in the preparatory stages for upcoming construction. By 2030, at least 180km of these lines are expected to be completed, with an additional 300km by 2035.
The lines slated for investment and completion by 2030 include Ben Thanh – Tham Luong, Ben Thanh – Thu Thiem, Thu Thiem – Long Thanh, Ben Thanh – Can Gio, and the connection between the new Binh Duong City and Suoi Tien.

The Ben Thanh – Can Gio metro line has a total investment of approximately 102.43 trillion VND (excluding 12.784 trillion VND for land clearance). Vinspeed High-Speed Railway Investment and Development Joint Stock Company (under Vingroup) is the project investor.
The line spans over 54km, with Phase 1 including only the two terminal stations: Ben Thanh and Can Gio. The estimated travel time between the two stations is just over 13 minutes.
The project traverses eight wards and communes in Ho Chi Minh City, including Ben Thanh Ward, Xom Chieu Ward, Tan Thuan Ward, Tan My Ward, Nha Be Commune, Binh Khanh Commune, An Thoi Dong Commune, and Can Gio Commune, requiring approximately 328.26 hectares of land (including the railway protection corridor).
The entire line is expected to operate six trains, with a frequency of 20 minutes per trip, uniformly applied during both peak and off-peak hours from 6:00 AM to 11:00 PM daily.
The 54km metro line will cross four rivers: Soai Rap, Rach Dia, Loi Giang, and Dinh Ba, running parallel to the Rung Sac road.
Upon its operation in 2028, the project is expected to employ approximately 400 workers. The project’s operational period is 70 years from the date of investment approval and investor consent.
Vinspeed anticipates that the construction will take approximately two years. If achieved, this will mark a new milestone in infrastructure construction progress in Vietnam.
From the conceptualization to the project approval, the Ben Thanh – Can Gio metro line took less than a year. At the conference announcing Ho Chi Minh City’s planning for the 2021-2030 period, with a vision to 2050, held in early January, Prime Minister Pham Minh Chinh shared that he had discussed the construction of an underground railway system connecting downtown Ho Chi Minh City to Can Gio with Mr. Pham Nhat Vuong, Chairman of Vingroup.
In early March, Ho Chi Minh City held a meeting with the investor, where Vingroup presented a detailed investment proposal for the urban railway line connecting downtown Ho Chi Minh City to Can Gio to the Department of Construction leadership. By April, Ho Chi Minh City submitted a report to the Prime Minister, proposing the inclusion of the Can Gio metro line in the planning.
Subsequently, relevant departments continuously worked with the enterprise on project investment preparation. In early December, the project was approved for investment policy and met the conditions for groundbreaking on December 19.
