North Ninh Recovers and Terminates Contracts for Hundreds of Social Housing Units Sold to Ineligible Buyers

The Department of Construction in Bac Ninh Province has conducted inspections, leading to the revocation and cancellation of contracts for hundreds of social housing units sold to ineligible buyers. Additionally, they have issued warnings regarding illegal capital mobilization practices observed in several projects.

According to Mr. Nguyen Viet Hung, Director of the Department of Construction in Bac Ninh Province, recent reports have highlighted instances of social housing purchases by ineligible individuals, indicating potential exploitation.

Upon identifying such cases through inspections, the Department of Construction has collaborated with relevant agencies to enforce strict penalties. This includes mandating developers to cancel contracts, remove names from housing lists, and reclaim the properties.

Specific projects affected include the Low-Income Housing Project in Bac Tu Son Residential Area, Dong Nguyen Ward (54 units revoked), the Social Housing Project in Tan Hong Ward (7 units revoked), and the Social Housing Project in Khac Niem Ward (9 units revoked).

Additionally, the Social Housing Project for Workers at CT1 and CT2 in the new urban area of Nen Town, Viet Yen District, saw 95 contracts canceled. One unit was also reclaimed from the Social Housing Project in Tran Nguyen Han Ward, Bac Giang City.

Mr. Hung further noted reports of organizations and individuals accepting deposits, assigning units, and issuing payment receipts for social housing projects before meeting legal sales and capital mobilization requirements.

Affected projects include the Social Housing Project No. 2 in Zone 5 and Zone 9 of the Southern Urban Area, Bac Giang City; the Social Housing Project on Lac Long Quan Street, Vu Ninh Ward, Bac Ninh City; and the Social Housing Project in Dai Phuc Ward, Bac Ninh City.

To address ineligible social housing purchases, the Department of Construction is intensifying public awareness campaigns, clarifying approval processes, and ensuring transparency in regulations and penalties related to social housing management.

The department is also developing a social housing database to transition the approval process online, reducing opportunities for corruption.

In 2026, the Department of Construction, the Provincial Inspectorate, and Commune People’s Committees will proactively plan inspections to monitor social housing transactions.

Furthermore, the Department of Construction will continue to monitor and correct project delays, strictly prohibiting illegal deposit acceptance, unit reservations, and capital mobilization by developers.
