Proposed Construction of Two New Pedestrian Bridges on Ton Duc Thang Street, Ho Chi Minh City

Two pedestrian bridges spanning Ton Duc Thang Street, along with the renovation of Ba Son’s B and C docks, have been proposed to enhance connectivity and support river tourism.

The Ho Chi Minh City Department of Construction has submitted a report to the City People’s Committee proposing the development of two pedestrian bridges over Ton Duc Thang Street and the renovation of Ben B and Ben C – Ba Son piers (in Saigon Ward).

This proposal follows previous directives related to the beautification of Bach Dang Wharf Park and the utilization of riverside pier systems.

The Department of Construction proposes the construction of two pedestrian bridges over Ton Duc Thang Street

According to the Department of Construction, the primary goal of the project is to build two pedestrian bridges to enhance safety for pedestrians crossing Ton Duc Thang Street, while also creating an architectural focal point in the central core area. Simultaneously, Ben B and Ben C – Ba Son piers will be transformed into green, clean, and beautiful public spaces to serve residents, tourists, and connect waterway passenger transport.

Currently, Ton Duc Thang Street stretches over 1 km in length and ranges from 14 to 24 meters in width, serving as one of the key riverside axes. Meanwhile, Ben B (a reinforced concrete structure, 172 meters long and 18 meters wide) and Ben C (a T-shaped structure, 19 meters long) remain unused.

Under the approved 1/500 Master Plan for Bach Dang Wharf Park, the area is divided into two development phases. Phase 1 retains the existing traffic organization, adds two pedestrian bridges connecting the park and the west side of Ton Duc Thang Street, and utilizes existing piers for waterway transport development. Phase 2 will partially underground a section of Ton Duc Thang Street, add a riverside promenade, a monorail line, and construct three additional Type II piers.

Based on this, the Department of Construction concludes that investing in the two pedestrian bridges and renovating Ben B and Ben C piers aligns with the planning direction. The investor proposes constructing the two pedestrian bridges using steel structures, 6 meters wide, equipped with elevators and artistic lighting. The proposed locations are at the intersection of Thai Van Lung – Ton Duc Thang (in front of The Landmark building) and near Nguyen Hue – Ton Duc Thang (in front of Majestic Hotel). These locations are considered advantageous for pedestrians accessing the riverside area and the Thu Thiem pedestrian bridge.

The renovation of Ben B pier includes installing railings, lighting, electrical and water systems, repairing embankments, cleaning the riverside, arranging landscaping, greenery, benches, restrooms, refreshment stalls, and installing pontoons for passenger boats to dock. Ben C pier is envisioned as a flower island and a check-in spot for residents and tourists.

The Bach Dang Wharf area has been renovated from the Thu Ngu Flagpole to Pier No. 1, but Ben B and Ben C piers remain vacant, despite the high demand for public spaces and waterway transport in the city center. The Department considers the repair and upgrade of these two piers essential.

The total investment is estimated at 80 billion VND, with 50 billion VND allocated for the two pedestrian bridges and 30 billion VND for the renovation of the two piers. The investor will fully fund the project under a PPP – BT contract without requiring budget payments.

In return, the investor is permitted to install LED screens for political propaganda combined with commercial advertising at suitable locations on the two pedestrian bridges and the Ben B and Ben C pier areas. They are also allowed to operate refreshment stalls in the Ben B pier park in accordance with the law.

These facilities will be maintained until the city implements new projects aligned with the 1/500 Master Plan for Bach Dang Wharf Park.
