Tran Anh, Vice Chairman of the Ba Don Ward People’s Committee, stated that after receiving reports, local authorities inspected and confirmed that the neighborhood’s decision to lease approximately 1,500 m² of public land to Pham Hung Son’s household was in violation of regulations. This land was surplus area remaining after the expansion of the road connecting Neighborhood Groups 6 and 7 in late 2020.

According to Le Anh Minh, Head of Neighborhood Group 8, the surplus land remained unused after the road’s completion. When Pham Thi Quyen (Pham Hung Son’s wife) requested to lease it, the neighborhood agreed at an annual rate of 500,000 VND to fund cultural and sports activities. Mr. Minh admitted the lease was “unauthorized.”
On the leased land, Mr. Son’s family leveled part of it, planted trees, dug a fish pond, and erected a steel mesh fence. Tran Anh emphasized, “The neighborhood’s lease was improper, and authorities will definitely reclaim this land.”
