Positive Results
On December 12th, Deputy Prime Minister Ho Quoc Dung attended and chaired a conference organized by the Ministry of Justice to discuss the implementation of targets and tasks for Civil Judgment Enforcement (CJE) and the monitoring of Administrative Judgment Enforcement (AJE) for the year 2026.
The conference report highlighted that in 2025, the volume of enforcement cases continued to rise, with an unprecedented surge in major corruption and economic cases. Despite these challenges, the CJE system, through its dedicated efforts, successfully exceeded the targets set by the National Assembly.
In terms of case completion, CJE agencies finalized over 576,000 cases, achieving an 84.27% completion rate. Financially, they recovered more than 150 trillion VND, an increase of nearly 33.529 trillion VND compared to 2024, reaching a 56.62% recovery rate.

The recovery of assets from corruption and economic crimes saw positive results, with over 27.4 trillion VND recovered, an increase of more than 5.23 trillion VND compared to 2024. Credit and banking enforcement also showed significant improvements, with 6,400 cases completed and 36.9 trillion VND recovered, a 20.82% increase from 2024.
Regarding AJE monitoring, in 2025, CJE agencies tracked over 2,100 administrative judgments, of which administrative bodies completed 860 cases.
2025 marked a significant advancement in CJE digital transformation through the implementation of various software solutions, including electronic receipt systems, decision-making support tools, and automated payment applications for tens of thousands of parties involved.
The CJE system is also deploying an online meeting project across 355 regional CJE offices, developing a digital platform, and establishing an interconnected database with courts, procuracies, and police.

FLC, Tan Hoang Minh, and Van Thinh Phat Cases Pose Significant Challenges
Addressing the conference, Deputy Prime Minister Ho Quoc Dung emphasized that 2025 marked a revolutionary year in streamlining and reorganizing the country’s administrative apparatus. The restructuring and consolidation of agencies, including CJE bodies, yielded positive results. Recently, the National Assembly passed the amended CJE Law with overwhelming consensus.
The CJE sector faced considerable challenges in handling complex, unprecedented cases such as Tan Hoang Minh, Van Thinh Phat, Alibaba, and FLC, involving thousands of victims.
“It’s encouraging that CJE efforts in 2025 achieved excellent results, surpassing 2024 in both case numbers and financial recovery. Notably, complex cases were actively addressed, bolstering public trust in justice and legal institutions. Judgment enforcement is the final step ensuring the practical implementation of court decisions; without effective enforcement, even well-delivered judgments lose their impact. Thus, the role of CJE is critically important,” Deputy Prime Minister Ho Quoc Dung acknowledged, commending the 2025 achievements of CJE agencies.

The Deputy Prime Minister also expressed enthusiasm for the Ministry of Justice’s launch of the CJE digital platform, recognizing the CJE sector as a pioneer in digital transformation. This aligns with Resolution 57 of the Politburo, a key initiative to propel the nation into a new era.
However, alongside these achievements, Deputy Prime Minister Ho Duc Dung pointed out several shortcomings, including leadership and management issues, persistent complaints and denunciations in enforcement, challenges in asset recovery for corruption and economic cases (especially in banking), low administrative judgment enforcement rates, and uneven coordination with local authorities.
Outlining future tasks, the Deputy Prime Minister urged the Ministry of Justice and CJE agencies to continue their efforts in 2026, emphasizing unity, resilience, intelligence, responsibility, discipline, integrity, creativity, and decisive action to successfully fulfill key objectives.
During the conference, on behalf of the Party and State leaders, Deputy Prime Minister Ho Quoc Dung awarded the Labor Order to two collectives for their outstanding contributions to combating corruption, waste, and negativity from 2021 to 2025: the Department of CJE Management and the Division of Professional and Organizational CJE (Ho Chi Minh City CJE).
