Land Clearance in 5 Months Nearly Doubles 7-Year Achievement

On the afternoon of December 11, Hanoi City held a conference to evaluate and draw lessons from the land clearance efforts for the Ring Road 1 project (Hoang Cau – Voi Phuc section). The conference was conducted directly at the O Cho Dua ward hub and connected online to various districts and wards across the city.

Reporting at the conference, Vice Chairman of the City People’s Committee Truong Viet Dung stated that over the years, the area of the Ring Road 1 project (Hoang Cau – Voi Phuc section) has been a hotspot for infrastructure and traffic congestion.

With close guidance from the City Party Committee and the strong involvement of the entire political system, the land clearance work for the project has been substantially completed. “This is a significant achievement, as the entire area was previously considered one of the most complex bottlenecks of the project. It marks a notable shift in enforcement effectiveness since the implementation of the two-tier local government model on July 1,” said Mr. Dung.

Specifically, according to Vice Chairman Truong Viet Dung, in just over 5 months, the wards of O Cho Dua, Giang Vo, and Lang have completed compensation, support, resettlement, and land recovery for 1,295 households. In contrast, in the previous 7 years, the districts managed to resolve only 686 cases.

Scaling Best Practices to Other Projects

Concluding the conference, Secretary of the City Party Committee Nguyen Duy Ngoc expressed gratitude and commended the officials, civil servants, public employees, neighborhood leaders, and residents of the three wards: O Cho Dua, Lang, and Giang Vo, for their consensus in completing the land clearance for the Ring Road 1 project (Hoang Cau – Voi Phuc section).

According to Mr. Nguyen Duy Ngoc, the construction of the ring road system in the capital is urgently needed to meet the travel demands of the people and support the socio-economic development of the city and the Hanoi Capital Region. Therefore, completing land clearance for each project is of great importance, laying the foundation for project completion.

“The experience from the land clearance for the Ring Road 1 project demonstrates our decisive action, breakthrough approach, and the consensus of the people and organizations. The city has specifically assigned leaders and departments to coordinate tasks, an approach that should be further promoted. Responsibilities at the local level must be clearly defined, as well as those of the departments, to ensure synchronized efforts across the city,” Mr. Nguyen Duy Ngoc emphasized.

Secretary Nguyen Duy Ngoc noted that the city is focusing on addressing five pressing issues: flooding, environmental pollution, traffic congestion, urban order, and food safety. In this process, departments and localities must clearly assign responsibilities, tasks, levels, and timelines. Additionally, further decentralization and empowerment are needed to allow localities to make decisions, take action, and assume responsibility, with the goal of better serving citizens and businesses and fostering development.

For the Ring Road 1 project (Hoang Cau – Voi Phuc section), Secretary Nguyen Duy Ngoc instructed localities along the project route to continue collaborating with the City Civil Construction Project Management Board to ensure cleared areas are clean and tidy. Simultaneously, they should encourage residents to beautify streets, ensuring urban aesthetics.

Secretary Nguyen Duy Ngoc directed the City Civil Construction Project Management Board to promptly calculate the earliest possible construction plan. During construction, efforts should be made to minimize disruption to residents’ travel. Fencing should be installed only where construction is active, with a focus on traffic management.

Secretary Nguyen Duy Ngoc called for the replication of successful practices and experiences from the Ring Road 1 land clearance efforts, emphasizing timely land clearance to support project construction while minimizing impacts on residents’ lives and maintaining a clean environment in project areas.
