A representative from Vietnam Oil and Gas Group (PVOIL) announced that the company is currently selling E10 gasoline at 50 stations in Hanoi, Haiphong, Ho Chi Minh City, Da Nang, and Quang Ngai. “By early January 2026, we will expand the sale of biofuel nationwide, preparing consumers for the mandatory use of E10 and E5 gasoline starting June 1st, as per regulations,” the PVOIL representative stated.

According to Mr. Tran Ngoc Nam, a member of the Board of Directors and Deputy General Director of Petrolimex, the company is also piloting biofuel sales at 40 stations in Ho Chi Minh City and Quang Ngai.

“On average, these stations supply approximately 50m³ of E10 RON95 fuel daily. Most customers are government agencies, transportation companies, and ride-hailing services. Currently, E10 biofuel is priced at 19,820 VND per liter, 260 VND less than unleaded RON95. E5 RON92 biofuel is priced at 19,610 VND per liter,” Mr. Nam reported.

Is E10 Supply Adequate for Nationwide Demand?

Mr. Tran Ngoc Nam noted that domestic ethanol production currently meets about 60% of the demand for E10 blending, with the remaining 40% imported.

Petrolimex has proactively engaged with domestic and international suppliers. Two local ethanol plants can partially meet the demand, while the shortfall will be sourced from suppliers in the US, South Korea, Singapore, and the Philippines.

With seven blending facilities strategically located across Vietnam, Petrolimex has a total biofuel blending capacity of 6,000,000 – 6,100,000 m³/year. To support the government’s biofuel roadmap, the company is upgrading its infrastructure to ensure increased supply for its distribution network.

However, Petrolimex highlights challenges in implementing nationwide biofuel sales. Vietnam’s current standards mandate a maximum oxygen content of 3.7% in E10 gasoline, requiring a base gasoline with 0% oxygen content, which increases import costs. This complicates the sourcing of base gasoline and raises the cost of E10 production.

Petrolimex has proposed revising QCVN 01:2022/BKHCN to allow for higher oxygen content due to ethanol blending, aligning with regional standards. The company also recommends price incentives to encourage E10 adoption during the initial phase.

Official Roadmap for E10 Implementation

Deputy Prime Minister Bui Thanh Son signed Decision 46, repealing Decision 53/2012, which outlined the biofuel blending roadmap.

As a result, Decision 53/2012 is no longer legally binding. All provisions, including timelines and blending ratios for biofuels like E5 and E10, are no longer applicable.

The Ministry of Industry and Trade issued Circular 50/2025, effective January 1, 2026, detailing the new biofuel blending roadmap.

From June 1, 2026, unleaded gasoline must be blended into E10 (10% ethanol) for nationwide use in gasoline engines.

E5 RON92 (5% ethanol) blending will continue until December 2030.

B5 and B10 biodiesel blending remains optional, with the Ministry encouraging production and trade.

Deputy Prime Minister Bui Thanh Son directed the Ministry of Industry and Trade to assess ethanol production, supply, and pricing; evaluate blending capacities; and ensure quality and safety standards for E10 gasoline.
