Exciting News for Over 12,000 Residents in Ho Chi Minh City

An estimated 12,600 individuals are expected to receive support for voluntary social insurance contributions, with a total annual funding of over 14 billion VND.

During the recent session, the Ho Chi Minh City People’s Council (HĐND TPHCM) passed 53 resolutions, including one aimed at providing additional financial support for specific groups to participate in voluntary social insurance (BHXH) within the city.

Specifically, starting January 1, 2026, in addition to the support levels outlined in Decree No. 159/2025/NĐ-CP, individuals from poor households participating in voluntary social insurance in Ho Chi Minh City will receive an additional 30% subsidy on their insurance contributions. This is calculated based on the monthly voluntary social insurance payment, aligned with the poverty line standards for rural areas as defined in Article 31, Clause 2, and Article 36, Clause 1 of the Social Insurance Law.

Participants from near-poor households will receive a 25% subsidy on their contributions.

Currently, under Decree No. 159, individuals from poor households receive a 50% government subsidy on their monthly voluntary social insurance contributions, based on rural poverty line standards. Near-poor households receive a 40% subsidy, ethnic minorities receive 30%, and other participants receive 20%.

With the city’s additional support, individuals from poor households in Ho Chi Minh City will receive a total subsidy of 80% on their voluntary social insurance contributions, requiring them to pay only 20%. Similarly, participants from near-poor households will pay just 35%.

According to the Ho Chi Minh City People’s Committee (UBND TPHCM), following the city-wide consolidation, there are 4,220,891 social insurance participants, representing 56.81% of the working-age population. Among these, 84,735 are voluntary participants, accounting for 1.14% of the working-age population. It is estimated that approximately 8,400 individuals from poor households and 4,200 from near-poor households will participate in voluntary social insurance following the resolution’s implementation. The total annual support budget is expected to exceed 14 billion VND.
