The Hanoi People’s Committee has submitted a report to the Hanoi People’s Council regarding the implementation of an urgent public investment project to address widespread flooding in the city.
According to the Hanoi People’s Committee, recent heavy rainfall and storms have caused prolonged and extensive flooding across the capital. The aftermath of this flooding has been severe, disrupting transportation with deep waterlogged roads leading to prolonged traffic congestion and vehicle damage, while significantly impacting residents’ daily lives.
The root causes of this severe flooding include inadequate investment in the drainage system, delayed construction of key drainage infrastructure, and the lack of synchronized implementation of planned retention basins. Additionally, some new urban areas lack integrated drainage management systems.
To enhance flood resilience and improve water drainage, the Hanoi People’s Committee has allocated resources, expedited investment procedures, and prioritized urgent measures to ensure key project components are completed before the 2026 rainy season.
Heavy rainfall in late September and early October caused severe flooding in multiple Hanoi areas.
Implementing Resolution No. 23-NQ/ĐU dated October 29, 2025, issued by the Party Committee of the Hanoi People’s Committee, the Chairman has approved 10 emergency construction decrees with a total investment of 5.579 trillion VND.
Key projects include: The ‘Upgrade and Construction of Drainage Facilities to Address Flooding in Resco, Ecohome, West Tay Ho, Diplomatic Corps, Ciputra, Vo Chi Cong, Long Bien, Dong Anh, and Gia Lam Areas’ project, with an estimated investment of 262 billion VND and a completion target for Q2/2026;
The ‘Thuy Phuong Canal Renovation for Emergency Water Diversion from To Lich River and Localized Flood Control in Resco, Ecohome, Diplomatic Corps, West Tay Ho, Ciputra, and Surrounding Areas’ project, with an investment of approximately 869 billion VND and a completion target for Q3/2026;
The ‘Kim Nguu Downstream Channel Upgrade Connecting To Lich River to Yen So Pumping Station’ project, with an investment of around 700 billion VND and a completion target for Q3/2026.
Additional projects include: ‘Capacity Enhancement of Existing Pumping Stations, Deployment of Mobile Pumping Units, and Construction of New Drainage Channels along Thang Long Avenue’; ‘Construction of Phu Do Retention Basin in Tu Liem Ward’; ‘Construction of Yen Nghia 2 Retention Basin in An Khanh Commune’; and ‘Installation of Additional Pumping Stations, Regulation Tanks, and Drainage Pipelines in the To Lich and Ta Thuy River Basins’.
Regarding progress, the Hanoi People’s Committee reports that three projects managed by the City’s Technical Infrastructure Management Center have completed design surveys, technical proposals, and cost estimates. Two of these projects have already broken ground.
For the seven projects overseen by the City’s Technical Infrastructure and Agricultural Construction Project Management Board, detailed implementation plans have been finalized to ensure timely completion. Main components are expected to be finished before the 2026 rainy season, with full project completion by Q4/2026.

Speaking with Tiền Phong, Deputy Director of Hanoi’s Department of Construction, Nguyễn Thế Công, revealed that the department is urgently advising the city to implement synchronized and critical flood prevention measures. The top priority is to upgrade the drainage infrastructure, construct 12 emergency retention basins, finalize the urban drainage elevation plan, and build forced pumping stations.
