On the evening of December 12th, Mr. Nguyễn Văn Được, Chairman of the Ho Chi Minh City People’s Committee, chaired an urgent meeting to implement Resolution 98, which amends and supplements certain provisions of the previous resolution.
This critical meeting took place immediately after the National Assembly adopted the revised resolution on December 11th, addressing pilot mechanisms and special policies for Ho Chi Minh City’s development.

Concluding the meeting, Chairman Nguyễn Văn Được stated that Ho Chi Minh City organized this meeting to concretize the amended Resolution 98 immediately after the National Assembly’s approval. The goal is to promptly initiate tasks at the beginning of 2026, supporting the city’s rapid and sustainable development.
According to Chairman Nguyễn Văn Được, this is an extremely important and urgent task. Therefore, when implementing the resolution, it’s essential to be flexible with existing regulations rather than striving for perfection. “Whatever can be applied should be applied immediately, as the amended Resolution 98 includes provisions that precede the law,” he said.

He also noted the tight implementation schedule, with the resolution taking effect on January 1, 2026, and the city having to manage multiple tasks simultaneously. Therefore, Ho Chi Minh City must follow a streamlined process when implementing Resolution 98, reporting to the City Party Committee’s Standing Board in time for the City People’s Council meeting at the end of December.
Chairman Nguyễn Văn Được emphasized that the city is concretizing a special resolution, so the implementation process must reflect this spirit of flexibility. All tasks must be completed in December 2025 to apply the resolution from January 1, 2026.
Addressing specific content to be presented to the City People’s Council, Chairman Nguyễn Văn Được assigned tasks: the Department of Planning and Architecture will lead TOD policy development with the Department of Construction; the Department of Finance will lead BT policy development with the Department of Natural Resources and Environment; the Department of Construction will lead urban railway policy development with the Urban Railway Management Board.
For establishing a Free Trade Zone (FTZ), he assigned the Department of Industry and Trade to lead, coordinating with other departments. The remaining tasks were also specifically assigned to respective departments.
The Chairman set a deadline of December 18th for departments to complete their assigned tasks. By December 19th, the Office of the People’s Committee will compile reports for submission to the City Party Committee’s Standing Board, ensuring timely presentation at the City People’s Council meeting at the end of December.
Previously, Vice Chairmen Nguyễn Mạnh Cường and Trần Văn Bảy, along with leaders from various departments, presented reports and opinions.
Vice Chairman Nguyễn Mạnh Cường analyzed several aspects, such as establishing a Free Trade Zone (FTZ) and attracting strategic investors, which currently lack legal provisions. He suggested that the People’s Council should be highly flexible during appraisal, based on the city’s special characteristics, to ensure swift and smooth implementation.
