Why Are Road Barriers and Construction Sites Still Prevalent in Ho Chi Minh City at Year-End?

Additionally, efforts are being accelerated to complete sidewalk improvements, ensuring smoother pedestrian access for the public during the 2026 Lunar New Year celebrations.

On the afternoon of December 11th, during a press conference on Ho Chi Minh City’s socio-economic status, representatives from the Department of Construction addressed media concerns regarding the proliferation of road excavation, barricades, and sidewalk renovations near year-end. These activities have significantly impacted traffic flow and residents’ daily lives.

According to the Department of Construction, approximately 120 construction permits were issued in 2025 for transportation infrastructure projects across the city. Specifically, 18 permits were granted for sidewalk upgrades spanning 54 streets, primarily in the city center. Most projects involve sidewalk renovations, road maintenance, and surface repairs.

The Department explained that many central sidewalks, having been in use for over a decade, have deteriorated. The 2025 renovation initiative aims to enhance pedestrian safety, beautify urban spaces, and support tourism, particularly in conjunction with the upcoming Metro Line 1.

Several projects are nearing completion and are expected to be operational in time for the 2026 Lunar New Year, particularly in central areas.

Regarding construction regulations, the Department mandates that road occupancy is permitted only between 10 PM and 5 AM to minimize traffic disruptions. Sidewalk work, however, is allowed 24/7 to expedite completion and reduce neighborhood impact.

As Ho Chi Minh City enters its peak public investment disbursement phase, numerous projects are accelerating to meet deadlines. Key central projects, including Lê Lợi sidewalk upgrades, Lý Thái Tổ site development, and Vườn Lài ward improvements, are prioritized for completion before the 2026 Solar New Year.

For critical projects like the An Phú Intersection and Ring Road 3, the Department has collaborated with contractors and authorities to implement phased traffic management plans. These measures aim to minimize congestion and ensure safety amid heightened year-end travel demands.
