Da Nang to Establish ‘Super’ Project Management Board

Da Nang has established a new project management board following a consolidation effort aimed at streamlining operations and enhancing oversight of civil, industrial, and technical infrastructure projects.

The Project Management Unit (PMU) for the investment and construction of civil, industrial, and technical infrastructure projects in Da Nang has submitted a proposal to the Department of Home Affairs and the Department of Finance of Da Nang City. The proposal outlines the establishment of the PMU for Investment and Construction of Civil, Industrial, and Technical Infrastructure Projects in Da Nang, merging the existing Da Nang PMU and the Quang Nam Investment and Construction PMU.

This initiative aligns with the Da Nang People’s Committee’s conclusion to streamline five PMUs into three, aiming to create a leaner organizational structure and enhance investment and construction management efficiency. This move reflects the central government’s resolutions and conclusions on organizational restructuring.

According to the proposal, the new PMU will act as the investor and directly manage various construction projects, including civil, industrial, and technical infrastructure. Additionally, it will provide project management consulting services to interested entities. Its responsibilities span the entire project lifecycle, from investment preparation, design approval, and construction supervision to acceptance, settlement, and project handover.

Da Nang continues to consolidate and reorganize its PMUs.

The proposal also highlights ongoing challenges such as delayed land clearance, insufficient land resources for filling, complex mineral exploitation procedures, and inconsistent quality of consulting services. Addressing these issues is crucial to ensuring project timelines and quality.

Currently, the Da Nang PMU is managing 282 projects, with 126 ongoing and 156 in the investment preparation phase. These projects span civil, industrial, transportation, technical infrastructure, and information technology sectors. In Thanh Khe district alone, the unit has overseen 104 projects, completing 21. Meanwhile, the Quang Nam Investment and Construction PMU is handling 93 projects.

The proposed new PMU will have a workforce of 258 employees across 8 departments. The Board of Directors will consist of one director and nine deputy directors.

Previously, Da Nang City People’s Committee Chairman Pham Duc An concluded on the restructuring plan for PMUs under the city’s management. This restructuring, guided by the Central Steering Committee and the City Party Committee’s Permanent Board, aims to streamline operations, improve project management efficiency, and reorganize the current five PMUs into three specialized units.
