Song Giang Infrastructure and Real Estate Development JSC has submitted an environmental impact assessment (EIA) report for the Gia Binh International Airport Resettlement Project. This project, structured as a Public-Private Partnership (PPP) under the Build-Transfer (BT) contract model, will be compensated with land funds in Dong Cuu, Gia Binh, Luong Tai, and Trung Chinh communes, Bac Ninh province.
Spanning approximately 341.3 hectares, the project is divided into three resettlement zones. Gia Binh No. 1 covers 142.5 hectares, Gia Binh No. 2 spans 30 hectares, and the Trung Chinh and Luong Tai zone occupies nearly 168.8 hectares. The project is designed to accommodate a population of approximately 51,900 residents.
Strategically located adjacent to existing villages, the project borders agricultural land to the west and residential areas with farmland to the north and south. It features a comprehensive technical infrastructure system and essential social amenities, including schools, kindergartens, healthcare stations, markets, and public spaces.

The residential offerings include 3,290 townhouses and 1,320 apartments in Gia Binh No. 1, housing over 18,400 residents; 860 townhouses in Gia Binh No. 2 for more than 3,400 residents; and 4,956 townhouses along with 2,355 mixed-use apartments (under a separate project) in Trung Chinh and Luong Tai, accommodating 30,000 residents.

The total investment is VND 21,291 billion (excluding land use fees and land rent), with implementation scheduled from 2025 to 2032.
Established on September 4, 2025, Song Giang Infrastructure and Real Estate Development JSC specializes in real estate development. With a charter capital of VND 1 trillion, Dao Ngoc Anh (born 1992) holds 99% of the shares and serves as both CEO and legal representative. The remaining 1% is equally divided between Hoang Minh The and Ha Ngoc Tuyen.
Notably, on the day of its establishment, the company submitted a proposal to the Bac Ninh People’s Committee and Department of Finance to execute the project under a special investment modality (as per Clause 6, Article 2 of Resolution 03/2025/NQ-CP).
The proposal includes developing 79 hectares in Dong Cuu and Gia Binh communes and 150 hectares in Luong Tai and Trung Chinh communes, with a total investment of VND 5,925 billion. The investor’s equity accounts for 15% (approximately VND 889 billion), with the remainder financed through loans. The project is slated for completion between 2025 and 2026. Just six days later, on September 10, the Bac Ninh People’s Committee approved the company’s feasibility study report.
According to the investor, Gia Binh International Airport is a key driver for the development of the Nam Song Duong region in Bac Ninh province and the eastern area of Hanoi. The relocation of communities within the airport’s boundaries is essential, contingent on a feasible resettlement plan that meets legal requirements and project viability.
The resettlement area’s planning is critical to ensuring the airport project’s timeline and investment efficiency. It will be developed in alignment with the urban-industrial-service vision surrounding the airport, providing stable housing and new livelihood opportunities in services, trade, logistics, and vocational training, ensuring residents have stable employment and income.
Under the National Airport System Development Plan for 2021-2030, with a vision to 2050, Gia Binh International Airport is classified as a 4F airport. It is projected to handle 30 million passengers and 1.6 million tons of cargo annually by 2030, increasing to 50 million passengers and 2.5 million tons of cargo by 2050. The project will utilize approximately 1,885 hectares across Gia Binh, Luong Tai, Lam Thao, and Nhan Thang communes, with a total investment of VND 196,378 billion.
