Numerous buyers of social housing at the CT3 Kim Chung project (Thien Loc commune, Hanoi), developed by a joint venture between Handico (Hanoi Investment and Housing Development Corporation) and Viglacera Corporation, have reported issues. They claim their applications were returned, and they were asked to submit payroll statements for their entire company, causing a stir.
On a social housing forum, one buyer who receives cash payments from their employer shared their experience. Despite having income confirmation, the developer still demanded payroll statements for the entire company.
“To buy social housing, I’m being asked to provide documents from everyone in the company, from the director to the janitor. This is sensitive information tied to the company’s internal secrets, so my employer refuses to disclose it,” the buyer explained.

In response, a representative from the Handico-Viglacera joint venture told Tien Phong that they do not require buyers to submit payroll statements for their entire company.
“According to Circular 32/2025, we only request photocopies of salary statements for the past 12 months. We are simply following regulations. Upon receiving these complaints, we are consulting with authorities to find a solution,” the representative stated.
They added that over 7,000 people have registered for appointments to submit applications, and approximately 1,000 applications have been received so far.
Developers cannot demand documents beyond legal requirements
The joint venture recently submitted a proposal to the Hanoi Department of Construction regarding the submission of applications for the CT3 Kim Chung social housing project.
They suggested accepting bank statements or social insurance documents confirmed by authorities as proof of income, instead of requiring salary statement photocopies (Forms 04 and 01a) for those paid via bank transfer or cash.
However, the Department of Construction stated that this proposal does not align with Decree 261/2025/NĐ-CP (Article 1, Clause 2) and Circular 32/2025, which clearly outline income verification requirements.
On November 27, 2025, the Department issued a directive emphasizing strict adherence to legal procedures for social housing transactions.
The Department instructed the joint venture to comply with regulations and not request documents beyond legal requirements. Buyers and their employers are responsible for the accuracy of submitted information, subject to verification by authorities.
The CT3 Kim Chung social housing project consists of three 12-story buildings with a total of 1,104 units: 589 for sale, 212 for rent, 128 for rent-to-own, and 175 commercial units. Social housing units are priced at approximately VND 18.4 million/m² (including VAT and maintenance fees). Applications are being accepted from November 17, 2025, to January 3, 2026. Sales contracts are expected in Q1 2026, with unit handover in Q4 2026.
