On December 14th, during the 29th session, the Hanoi People’s Council adopted a resolution amending and supplementing certain provisions of Resolution 69 dated November 27, 2025. This resolution outlines policies regarding compensation, support, and resettlement for urban renovation and apartment building reconstruction projects in Hanoi.
The resolution was enacted to implement Article 20, Clause 6, and Point c of Clause 9, as well as Article 29, Clause 3 of the 2024 Capital Law.
Specifically, the resolution amends Clause 3, Article 6 of Resolution 69 as follows: Property owners and land users whose land is acquired for urban renovation projects and who are eligible for resettlement but do not require it, may choose to purchase or rent social housing in social housing projects across the city. They are exempt from the lottery process and do not need to meet the current legal requirements regarding housing conditions, eligibility, or income.

The resolution adds Clause 4 to Article 6 of Resolution 69: Property owners and land users whose land is acquired for urban renovation projects and who do not meet the eligibility criteria for resettlement but face housing difficulties, may also choose to purchase or rent social housing in social housing projects across the city. They are exempt from the lottery process and do not need to meet the current legal requirements regarding housing conditions, eligibility, or income.
The Hanoi People’s Committee will specify detailed criteria for property owners and land users to purchase or rent social housing based on individual cases.
The Hanoi People’s Committee is responsible for implementing this resolution, developing solutions and timelines to achieve its objectives effectively and feasibly, and issuing synchronized regulations on compensation and resettlement support when the state acquires land within the city.
