On December 19th, key projects and constructions across the country will be simultaneously launched and inaugurated to celebrate the 14th National Congress of the Communist Party of Vietnam.
EVN plans to launch and inaugurate 18 projects, including 9 new projects and 9 projects to be put into operation.
Specifically, three large-scale power projects will be launched: Quang Trach 2 Power Plant, Huong Phung 1 Wind Power Plant, and Cong Hai 1 Wind Power Plant (Phase 2).
Quang Trach 2 Power Plant is a large-scale project with a capacity of 1,500 MW, consisting of two units, and a total investment of approximately VND 52,490 billion. It utilizes advanced combined cycle gas turbine technology. The project is listed among the important LNG thermal power plants, prioritized for investment under the adjusted Power Master Plan VIII. Initially approved to use coal, the project has been converted to LNG by the Government, aligning with Resolution No. 55-NQ/TW, which emphasizes reducing coal-fired power, limiting emissions, and protecting the environment.
According to the plan, Unit 1 of Quang Trach II LNG Thermal Power Plant will generate electricity in Q4/2028, Unit 2 in Q1/2029, and the entire project will be completed by 2030. Once operational, the plant is expected to supply approximately 9 billion kWh annually, enhancing the reliability, voltage quality, and ensuring the safety of the national power system.
Huong Phung 1 Wind Power Plant, with a total investment of VND 1,089 billion, aims to add clean energy to the national power grid and meet the growing electricity demand in Quang Tri Province. The project is expected to lay the foundation for wind power development in the Central region, aligning with the Government’s, Ministry of Industry and Trade’s, and EVN’s sustainable energy transition goals.
Cong Hai 1 Wind Power Plant Phase 2, with a total investment of VND 905 billion, will add clean electricity to the national grid and serve the electricity needs of Ninh Thuan (now part of Khanh Hoa Province). The project underscores the priority of developing renewable energy and reducing reliance on traditional fossil fuels.
Alongside power projects, EVN will also launch critical grid infrastructure, including the 220 kV Phu Quoc Substation, 220 kV Hong Ngu Substation, and the capacity upgrade of the 500 kV Thanh My Substation. These initiatives aim to enhance transmission capacity, resolve power congestion, and improve the stability of the power system.
Also on December 19th, the expanded Hoa Binh Hydropower Plant will be fully inaugurated, following the operation of Unit 1 in August. Once fully operational, the project will increase peak load capacity, efficiently utilize surplus water during the flood season, and enhance the national power system’s operational efficiency.

2025 Investment Call: 6 Wind Power Plants Surpassing 1,100MW, Funded at Nearly $2.7 Billion
During the week of November 1–7, 2025, three provinces and cities in Vietnam launched investment calls for seven projects, totaling nearly 70.6 trillion VND in capital. Notably, five of these projects are wind power plants with a combined capacity exceeding 1,100 MW, requiring an investment of approximately 63.3 trillion VND.
REE Establishes Two Subsidiaries to Develop Wind Power Projects in Vinh Long
Two REE subsidiaries are set to be established with initial chartered capital of VND 30 billion and VND 50 billion, respectively, aimed at developing wind power projects in Vĩnh Long.
