The Ho Chi Minh City Department of Construction has issued a document urging relevant units to expedite the construction of two pedestrian bridges across Ton Duc Thang Street. Simultaneously, they are to renovate and upgrade Ben B and Ben C – Ba Son Bridges (Sai Gon Ward), as directed by the HCMC People’s Committee.

According to the document, the Inland Waterway Management Division is tasked with guiding the investor through the procedures for renovating and upgrading Ben B and Ben C – Ba Son Bridges, ensuring completion before the 2026 Lunar New Year.
The Road Traffic Construction Management Division will oversee the procedures for constructing the two pedestrian bridges on Ton Duc Thang Street, with a completion deadline of April 30, 2026.
The Department of Construction has assigned the Planning and Investment Division to guide the investor through the investment procedures under the public-private partnership (PPP) model, specifically a BT contract without payment requirements.
The Project Management Board for Construction Investment in District 1 will collaborate with the Sai Gon Ward People’s Committee and the investor to prepare land-related tasks at Ben B and Ben C – Ba Son Bridges, ensuring timely renovation and upgrading.
Great Wealth Trading Service Co., Ltd., the investor, is advised to proactively coordinate with relevant departments and units for guidance and completion of necessary procedures. The Department of Construction requires all units and specialized divisions to expedite implementation, adhering to the HCMC People’s Committee’s timeline.
Previously, the Department of Construction reported to the HCMC People’s Committee on the proposal to construct two pedestrian bridges on Ton Duc Thang Street and renovate Ben B and Ben C – Ba Son Bridges. Ton Duc Thang Street, over 1 km long and 14-24 meters wide, is a vital riverside traffic axis in the city center. Ben B Bridge (reinforced concrete, 172 meters long, 18 meters wide) and Ben C Bridge (T-shaped, 19 meters long) are currently unused.
While the Bach Dang Wharf area has been upgraded from the Thu Ngu Flagpole to Pier No. 1, Ben B and Ben C Bridges remain vacant and underutilized, despite high demand for public spaces and waterway transport in the city center. The Department of Construction deems their renovation essential.
The total investment is estimated at 80 billion VND, with 50 billion VND for the pedestrian bridges and 30 billion VND for the wharf bridge renovations. The project will be fully funded by the investor under the PPP model, with a BT contract requiring no budget payments.
