Integrating Dong Nai 2 Bridge into the 1/10,000 Master Plan

The People's Committee of Dong Nai Province has officially approved a partial adjustment to the 1:10,000 master plan for Bien Hoa City, extending its vision to 2030 with a forward-looking perspective until 2050.

Specifically, the People’s Committee of Dong Nai Province has added the Long Hung Bridge (Dong Nai 2 Bridge) and the connecting road from Dong Nai 2 Bridge to the Bien Hoa – Vung Tau Expressway to the planning scope.

Accordingly, the Bien Hoa City master plan will reallocate 33.17 hectares of land from various land use functions, including low-density residential land (19.92ha), mixed-use development land (13ha), administrative building land (4.7ha), and river/water surface land (0.55ha). This land will be redesignated for urban transportation (27.92ha), external transportation (4.7ha), and green landscape/traffic corridor isolation (0.55ha).

With this adjustment, the People’s Committee of Tam Phuoc Ward and the Provincial Project Management Board are responsible for publicly announcing the revised planning details to residents and relevant socio-economic entities. Strict adherence to the approved master plan is required, along with monitoring and updating subsequent implementation phases in the area.

The Long Hung Bridge project and its connecting roads linking Dong Nai Province with Ho Chi Minh City span nearly 12 kilometers. The Long Hung Bridge itself extends over 2.3 kilometers. The project begins at the intersection with Ring Road 3 in Ho Chi Minh City at Go Cong Junction and ends at National Highway 51 in An Phuoc Commune, Dong Nai Province.

The People’s Committees of Dong Nai Province and Ho Chi Minh City have agreed to divide the project into two independent components. The Dong Nai Provincial People’s Committee will oversee the Long Hung Bridge construction, including the main bridge and the connecting roads within Dong Nai Province (covering land clearance in the province), under a Public-Private Partnership (PPP) model.

Meanwhile, the Ho Chi Minh City People’s Committee will execute the project for the road connecting Go Cong Junction to Long Hung Bridge (including land clearance in Ho Chi Minh City) through public investment funded by the city’s budget.

This planning adjustment by the Dong Nai Provincial People’s Committee follows its recent approval of the consortium comprising Construction Corporation No. 1 – JSC (HOSE: CC1), CC1 Investment JSC, and Southern Infrastructure and Energy JSC as the investor for preparing the project proposal for the Long Hung Bridge construction under the PPP model.
