Prime Minister: Shaping Hanoi’s Century-Long Vision Through Strategic Planning

On the afternoon of December 15th, Prime Minister Pham Minh Chinh chaired a working session of the Government’s Standing Committee with leaders from various ministries and Hanoi city. The meeting aimed to provide feedback and input on the major planning directions for Hanoi.

The meeting was attended by Politburo members including Deputy Prime Minister Nguyen Hoa Binh, Hanoi Party Secretary Nguyen Duy Ngoc, Central Committee members, Deputy Prime Ministers, and leaders from ministries and Hanoi City.

During the meeting, Hanoi’s leadership announced the establishment of a Steering Committee to review and develop the Capital’s Master Plan. This plan aims to merge the Capital Planning and the Adjustment of the Capital’s General Plan into a unified Capital Master Plan. It will incorporate updated development contexts, the National Master Plan, regional plans, neighboring provinces’ plans, and the Central Committee’s strategic directives.

The Prime Minister also applauded Hanoi’s recent decisive actions in land clearance, deployment, and advancement of major projects.

The Prime Minister emphasized that reviewing, studying, supplementing, and developing the Capital Master Plan, integrating the Capital Planning and the Adjustment of the Capital’s General Plan, is essential. This aligns with the current context and the new development phase of the nation and Hanoi.

In implementing this task, the Prime Minister stressed a “dual approach”: immediate and long-term, inheriting and enhancing existing elements while expanding and developing new content. If necessary, adjust previous plans to immediately execute major projects. Urgently prepare documents for approval by competent authorities to elevate the Capital’s development. This is based on the updated vision of the 14th National Party Congress Resolution, new contexts, perspectives, and goals for the nation’s new development era, including a double-digit growth target in the coming years. It also concretizes and implements the Politburo’s strategic resolutions with breakthrough orientations, especially in science and technology development, innovation, digital transformation, and Hanoi Party Committee’s 18th Congress Resolution.

The Prime Minister underscored the need for the best possible planning to maximize Hanoi’s unique potential, outstanding opportunities, competitive advantages, and development in the nation’s new era of prosperity, civilization, happiness, and socialism.

Agreeing with the reports and opinions, the Prime Minister encouraged Hanoi to proceed with the work and urged agencies to approve the planning according to legal regulations. He further emphasized several key aspects: a centennial vision planning that is comprehensive, long-term, and strategic, with phased implementation and solid steps; optimizing underground, ground, and space utilization; pursuing rapid yet sustainable development, grounded in digital, green, and knowledge-based economies; a multi-polar, multi-centered, multi-layered planning approach; deep development, blending new urban construction with preserving and revitalizing old urban areas; integrating villages and urban areas with green and digital development, a global trend; connecting transportation infrastructure, urban technical infrastructure, and other strategic infrastructures; regional linkages, leveraging Hanoi’s central role in the Capital Region; addressing traffic congestion, urban flooding, environmental pollution, and green space issues as directed by General Secretary To Lam; applying new technologies, artificial intelligence, digital transformation, database development, and smart city initiatives.

Regarding implementation, the Prime Minister called for the fastest possible review and planning with the highest quality, cultural and historical depth, and a centennial vision, suited to the nation’s and Hanoi’s conditions. This should lead to specific projects and resource calculations, including state and private, domestic and foreign resources. The spirit is “think long-term, act profoundly, and achieve tangible results.” The Prime Minister affirmed the Government’s consistent support for Hanoi in this process, within its assigned functions, tasks, and authority.
