Proposed Special Allowances for 5 Teacher Groups, Up to 150% of Salary

The Ministry of Education and Training is currently seeking public input on a draft decree detailing specific provisions of the Law on Educators. This draft outlines five distinct groups of educators eligible for attractive retention and utilization policies. Notably, the highest-tier group will receive a substantial allowance equivalent to 150% of their current salary for a period of five years.

Draft Regulations Outline Five Groups Eligible for Talent Attraction and Utilization Policies.

Group 1 comprises individuals with exceptional talents as defined by the Government. This group is entitled to talent attraction and utilization policies for employment within agencies, organizations, and units of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, and other socio-political organizations as stipulated.

Group 2 includes individuals with special aptitudes, achieving high accomplishments in culture, arts, physical education, sports, and traditional trades aligned with teaching professions as outlined by the Government. This also encompasses individuals with national vocational skills at level 4 or higher, and those awarded titles such as “Meritorious Teacher,” “Meritorious Artist,” or “Meritorious Artisan” and above.

Educators benefit from extensive talent attraction and utilization policies.

Upon acceptance, individuals in this group are appointed as teachers or lecturers, receive salary grading, and enjoy full employment benefits as per their positions.

Group 3 consists of graduates with a grade of “Quite Good” or higher in critical and essential fields aligned with socio-economic development needs. This includes hard-to-recruit professions with societal demand, specialized fields in arts, sports, and defense, and security sectors as per approved strategies, plans, and teacher development programs by competent authorities.

Teachers in this category are recruited through the educator acceptance process and receive a 150% salary supplement for five years from the acceptance date. They are also prioritized for domestic and international training programs funded by the State budget.

Group 4 includes volunteers working in educational institutions located in areas with particularly difficult socio-economic conditions, recruited through the acceptance process.

They are entitled to full benefits for those working in extremely challenging areas as per Government regulations. After two years of acceptance and successful probation, if rated as “Good” or higher, this group receives early salary increments. Based on contributions, educators may be considered for medals, orders, and other honors.

Group 5 comprises ethnic minorities listed among the very few as defined by the Prime Minister, volunteering to work in educational institutions within their respective minority regions.

Benefits include a 150% salary supplement for five years from the acceptance date. After two years and successful probation (if applicable), if rated as “Good” or higher, this group receives early salary increments. They are also prioritized for domestic and international training programs funded by the State budget.

Based on contributions, this group may be considered for medals, orders, and other honors as stipulated.

All groups, in addition to the policies outlined in the Decree upon its issuance, are entitled to other benefits for educators as per legal provisions, local regulations, and educational institution policies.

The Ministry of Education and Training is seeking feedback on the Draft until December 19.

On December 10, the National Assembly passed the Law on Educators, effective January 1, 2026.
