On December 15th, during a constituent meeting organized by the People’s Committee of Binh Son Commune, Quang Ngai Province, residents of Binh Son raised concerns regarding a land plot auctioned 18 years ago that does not exist in reality. They urged local authorities to address the issue.
Mr. Dang Huy Dung (61, residing in Binh Son) stated that on October 5, 2007, he participated in the auction for land plot No. 19, land parcel No. 660, map sheet No. 14, located in the Cay Trac residential area, Nam Binh Village, Binh Nguyen Commune, former Binh Son District—now part of Binh Son Commune.

After winning the auction, Mr. Dung paid the full amount of VND 183 million to the former Binh Son District and received a Land Use Rights Certificate on March 14, 2008, for land parcel No. 660, map sheet No. 14.
In 2018, when he intended to build a house on the auctioned land, Mr. Dung discovered that the plot’s location (as per the map) did not exist in reality.
“The land plot’s mapped location, when cross-referenced with the actual site, falls within agricultural land owned by another individual who still holds a valid Land Use Rights Certificate,” Mr. Dung explained.
Upon discovering the discrepancy, Mr. Dung filed multiple complaints with the former Binh Nguyen Commune and Binh Son District authorities, but his case remains unresolved after years of appeals.

Mr. Dung subsequently submitted a petition to the Binh Son Commune People’s Committee, urging them to investigate and resolve the matter.
On December 13, 2025, the Binh Son Commune People’s Committee invited Mr. Dung for a meeting.
According to the meeting minutes between Mr. Dang Huy Dung and the Binh Son Commune People’s Committee (chaired by Ms. Vo Thi Hien), the land plot’s absence in reality was confirmed, leading the committee to conclude that “there is no basis to address Mr. Dung’s petition.”
“Since discovering the land plot’s nonexistence, my family has repeatedly petitioned for a resolution, but local authorities have consistently refused, citing various reasons. We urge the local government to take action and restore our land rights,” stated Mr. Dung’s son at the constituent meeting.
